1. Expanded scope and standards of payment

Starting from October 2022, the scope of payment of old-age allowance will be expanded to senior citizens over 85 years old with Dalian household registration. Elderly people aged 85 to 89 with Dalian household registration will receive an elderly allowance of 50 yuan per month. Elderly people aged 90 and above with Dalian household registration will continue to comply with the current standards. The age and household registration identity information of the elderly are based on the household registration information of the public security organs.

2. Objects for information registration

Elderly people registered in Dalian who are over 85 years old and do not receive senior-age allowances can register information from now on.

Elderly people registered in Dalian who are under the age of 85 should register their information within 3 months before reaching the age of 85.

Elderly people with registered residence in Dalian who currently enjoy the senior-age allowance do not need to register their information.

3. Information registration channels

There are three channels for registering information on the elderly allowance in our city: online, on-site in person, and non-in-person on-site.

1. "Online" processing. The elderly should go to the service window of the neighborhood committee of the community where their household registration is located to handle the application on-site with their resident ID card, household registration book, original bank card or passbook, and the completed "Dalian Senior-age Allowance Information Registration Form". The community committee should arrange staff to assist the elderly in handling the procedures and provide convenience.

3. Handling on-site by someone other than yourself. The guardian or authorized agent of the elderly can bring the elderly’s resident ID card, household registration booklet, original bank card or passbook, recent bareheaded color photo and the filled-in "Dalian City Elderly Allowance Information Registration Form" and other information to the elderly person’s household registration location. The community neighborhood committee service window handles the matter on-site. 4. Information Review and Expansion of Old-age Allowance Payment

After the elderly register their information and pass the local review, the old-age allowance will be issued according to the following circumstances:

For elderly people registered in Dalian who reach the age of 85 to 89 on October 1, 2022, after their registration information is reviewed and approved by the jurisdiction, the old-age allowance will be calculated from October 2022 and received starting from November 2022.

For elderly people registered in Dalian who are under the age of 85 on October 1, 2022, after their registration information is reviewed and approved by the jurisdiction, the old-age allowance will be calculated from the month when they reach 85 years old, and they will be received starting from the following month.

5. Things to note

According to the actual situation of each district, city and county, the designated banks for receiving old-age allowances in each district, city and county are different. Before applying for the old-age allowance, the elderly need to apply for the old-age allowance designated by the district, city, county or street where their household registration is located and receive a current bank card or passbook. If the elderly already have a current bank card or passbook from a designated bank, they can continue to use it without opening a new account.
