What was the operating status of the Second Beijing Chemical Plant in 1997?

The factory is a chemical plant for military equipment maintenance and production enterprises and one of the 500 largest electronic equipment manufacturing companies in China. In 1997, the factory completed the assessment tasks of the General Staff Communications Department one month ahead of schedule, achieving a product output value of 24 million yuan, sales revenue of 19.01 million yuan, and a profit of 480,000 yuan, achieving the goal of turning losses into profits. At the end of the year, owners' equity increased by 5.81%, achieving the preservation of the value of state-owned assets. The personal income of employees has also increased with the improvement of production and operation conditions. The factory was awarded the title of Advanced Unit of Directly Affiliated Enterprises in 1997 by the Communications Department of the General Staff. Five people including Xing Mingzhou, Wang Zhongxiao, Xiang Zhiming, Liu Hai and Ren Haijun were awarded the title of Advanced Individual of the Ministry. This year, we focused on the following tasks:

1. Adhere to the principle of giving priority to mandatory plans and do everything possible to complete the production and operation plan. At the beginning of the year, the factory merged military product planning, production, and sales responsibilities into the production department, and adjusted a specialized military product production branch to institutionally strengthen the organization and coordination of military product production. In terms of production organization, the entire factory puts military product tasks at the top of all work and does everything possible to take various measures to ensure the fulfillment of the military product production plan. At the same time, the potential of the combination of production and operation factors within the factory was brought into play, the market was opened up, and the scale of civilian product production was expanded.

2. Turn around the system and inject vitality into the development of the enterprise. During the year, the number of factory management offices was reduced from 15 to 10, which improved the overall coordination and operation capabilities and strengthened the five major production and operation guarantee systems including safety production, quality control, efficiency management, life services, and ideological and political work. The marketing system was based on the marketing idea of ??"separating military and civilian products". A civilian product sales company was reorganized to simulate a secondary legal person. More than 80 salespeople were recruited inside and outside the factory, and 14 sales points were set up in major cities in the province, so that the marketing system further improvements. Under the idea of ??"one industry as the main business, diversified operations", the factory introduces and develops new technologies through internal and external cooperation, establishes science, industry and trade companies, and solar energy equipment companies to develop marketable products. The logistics service department has made preliminary progress in the transition and transformation of non-operating assets into operating assets. Among them, the staff hospital’s revenue from external medical consultations reached 88,000 yuan.

3. Increase product development efforts and adjust product structure. The development of security series products, four treasures of the study, solar energy equipment, civilian microwaves, telephone remote controls, computer code locks, agricultural machinery series and other projects have all achieved gratifying results, and some projects have entered the market in batches. The output value of civilian products accounted for an increase of 18.7% in the total output value compared with the previous year, while the output value of military products accounted for a proportion of the total output value decreased by 39.5% compared with the previous year. TCK-385 scattering communication machine, TGL-303 microwave relay machine, telephone remote control, simple single-channel one-point multiple-access communication machine, anti-theft door series products, HD4L-100 small combine harvester, etc., are listed as the main products during the "Ninth Five-Year Plan" period. Manufacturing products. In the face of tight funds, the factory invested 300,000 yuan during the year to carry out technological upgrades. Improve the level of surface treatment, sheet metal and other process equipment; the penetration rate of CAD means has increased from 60% in the previous year to about 90%, and CAD technology has also been improved.

4. Implement the economic contract responsibility system. The factory has made it clear that job wages are linked to unit performance, and strictly assesses and implements them. Learn from the experience of "Han Steel" and make a fuss about "increasing efficiency and reducing consumption". Throughout the year, the costs of various products dropped by 7.2 to 34.5 percentage points compared with the previous year, and various expenses were effectively controlled.

5. Strengthen the implementation of corporate image projects. During the year, the IS09000 quality system certification work was fully rolled out, and the quality awareness, product quality, and service quality of the entire factory staff continued to improve. We have provided door-to-door after-sales service for civilian products nearly 110 times, made more than 400 phone calls to inquire about the quality of factory communications equipment, established and improved quality tracking service cards, sent maintenance service teams to the troops to provide technical support services 5 times, and sent personnel to escort weapons to the troops 6 times. The factory invested 184,000 yuan to carry out on-site management rectification and institutionalize civilized and hygienic construction in the factory area. The green area of ??the entire factory has reached 80% of the required green area. Use television, newspapers, yearbooks, traffic maps and other publicity media to promote the company and expand its influence.

6. Pay attention to the construction of spiritual civilization. The factory has successively held the fifth party members' conference, the fifth workers' conference, the sixth trade union's first congress, and the female workers' congress. A new Party Committee, Discipline Inspection Commission, Trade Union Committee, and Female Employees Committee were elected.

Organized on-the-job party members and party activists to participate in the knowledge competition of the 15th National Congress of the Communist Party of China organized by the Propaganda Department of the Provincial Party Committee, with a collection rate of 97%; organized cadres at the middle level and above to participate in the discipline inspection and supervision knowledge examination, and 94.8% of those with excellent results; organized " "Computer Application Knowledge" lectures and other professional knowledge training for 325 people, and 34 college graduates and technical school graduates were recruited. The trade union has organized 14 labor competitions, held 3 workers' congresses, and carried out nearly 20 factory-wide recreational activities. The public security situation in the factory has improved significantly, and the crime rate has dropped by 62.4% compared with the previous year.
