1995 In April, Xiamen Municipal People's Government issued the Reply of Xiamen Municipal People's Government on the Establishment of Haicang Yankui Primary School in Xiamen (Xia Fu Zi No.065 [1995]), and agreed to establish "Xiamen Haicang Yankui Primary School". It belongs to Xiamen Haicang Investment Zone Management Committee. There are 24 classes, 1 100 students. The funds for the establishment of the school were donated by Mr. Overseas Chinese in the Philippines (Mr. Chen successively donated 3 million yuan as the funds for the establishment of the school, and took his father's name "Chen" as the school name-school note). Start-up funds and normal school-running funds shall be the responsibility of Haicang Investment Zone Management Committee. The staff establishment shall be approved by Haicang Management Committee according to the provisions of the State Education Commission. Teachers are provided by the Municipal Education Commission to assist the Haicang Investment Zone Management Committee to solve the problem. Education is guided by jimei district Education Bureau, and the enrollment plan is agreed with jimei district Education Bureau.

In the first year, the number of students enrolled was less than 80 (only students from grade two to grade five were enrolled, including 7 students from grade two/kloc-0 and 9 students from grade five). 1996 autumn, the school was placed under the jurisdiction of Xinglin District Education Bureau.

On July 1 day, 2000, the administrative relationship of the school returned to the jurisdiction of the administrative committee of Haicang Taiwanese Investment Zone.

In August 2004, the Basic Teaching and Research Section of the Education Department of the Social Affairs Bureau of Haicang Investment Zone was established. Ye Ning, the principal, was transferred to be the director of the elementary school classroom, and Huang Mafu, who was openly recruited by the society, took over as the principal. Ye Ning is still the secretary of the Party branch of the school, Yan Zhibin is the vice president and director of educational affairs, and Qiu Biwan is the assistant to the principal.

In August, 2002, President Huang Mafu was transferred to Haicang Yucai Primary School, Vice President Yan Zhibin was transferred to Haicang Primary School, Lian Wensheng took over as principal, and He Haibin took over as vice president and director of educational affairs.

In June, 2002, President Lian Wensheng was also the secretary of the Party branch of the school.

In February, 2004, it was recognized as "Modern Educational Technology Experimental School for Primary and Secondary Schools in Fujian Province" by the Provincial Department of Education.

In July 2004, it was awarded the ninth "Civilized School" in Xiamen again (2002-2003).

From the afternoon of February 27th to the morning of February 28th, 2004, a group of 12 people from Fujian Demonstration Primary School, led by Yu Zhidan, director of the Basic Education Department of the Provincial Education Department, went to the school for evaluation and acceptance. After a day of watching, checking, visiting, asking and listening, it was announced at the feedback meeting on the afternoon of the 28th that the school passed the evaluation and acceptance with a score of 95. On February 6, 2005, the Provincial Department of Education issued the Notice on Confirming Nine Schools, including Fuzhou Jinshan Primary School, as Model Primary Schools in Fujian Province (Fujian Education Foundation [2005] No.8), and the schools were officially recognized as "Model Primary Schools in Fujian Province".

On April 6, 2005, Li Linping, inspector of the Education Supervision Office of the Provincial People's Government, led the evaluation and acceptance team of advanced schools in Fujian Province to the school for evaluation and acceptance. On August 29th, 2005, Fujian Provincial Department of Education issued the Notice on Identifying 43 primary and secondary schools such as Fuzhou No.2 Middle School as provincial-level advanced schools implementing quality education (Du [2005] No.5), which was identified as provincial-level advanced schools implementing quality education.

In August, 2006, Vice President He Haibin was transferred to the principal of Haicang Central Primary School (school district). Wen Haiying was transferred from Haicang Yucai Primary School to Assistant Principal.

On August 16, 2007, the school was awarded the "National Advanced Family Education Collective during the Tenth Five-Year Plan" by the All-China Women's Federation and the Ministry of Education.
