Does the Democratic National Construction Association in Meilong Town, Minhang District belong to a public institution?

The villagers' committee (hereinafter referred to as the village committee) is not a public institution. Article 2 of the Organic Law of Villagers' Committees stipulates that villagers' committees are grass-roots mass autonomous organizations with self-management, self-education and self-service, and implement democratic elections, democratic decision-making, democratic management and democratic supervision.

The chairman, vice-chairmen and members of the villagers' committee are directly elected by the villagers for a term of three years. Members of villagers' committees may be re-elected. Villagers' committees handle public affairs and public welfare undertakings in their villages, mediate civil disputes, help maintain social order, and reflect villagers' opinions, demands and suggestions to the people's governments.
