Announcement on the Open Selection and Transfer of General Staff in Public Institutions directly under the Xiangxi Autonomous Prefecture in the second half of 2017

According to the "Interim Measures for the Open Selection and Transfer of General Staff in Public Institutions directly under the Xiangxi Autonomous Prefecture" (issued by the State Human Resources and Social Security Bureau) [2017] No. 62) and other documents stipulate that the State Human Resources and Social Security Bureau and the State Staff Office decided to carry out the public selection and transfer of staff for state-directed enterprises (excluding public institutions managed with reference to the Civil Servant Law, the same below) in the second half of 2017. The relevant matters are now announced as follows:

1. Selection and transfer of positions and plans

This time, state-owned institutions plan to publicly select and transfer 69 staff. For details, please see the "Position List of Open Selection and Transfer of Staff in Public Institutions Directly Directly in Xiangxi Autonomous Prefecture in the Second Half of 2017" (Appendix 1).

2. Scope of Selection and Transfer

(1) Full-fee positions in public institutions are open to on-the-job civil servants who meet the selection and transfer conditions and management personnel in accordance with the Civil Service Law (excluding department-level cadres), Open selection and transfer of full-service public institution staff (excluding seventh- and eighth-grade staff);

(2) Balanced public institution positions are open to on-the-job civil servants who meet the selection and transfer conditions and management personnel with reference to the Civil Service Law (not (Including section-level cadres), staff of full-service public institutions and public institutions with balances (excluding seventh- and eighth-grade staff) are publicly selected.

3. Selection conditions

(1) Applicants should have the following qualifications:

1. Have good political and professional qualities;

2. Have worked in the unit to be transferred for more than 1 year, and the annual assessments for the past three years have been qualified (competent) and above;

3. Have the work ability and professionalism required for the publicly selected position Conditions and work experience;

4. Employees at level nine and below and those with junior professional and technical positions are generally under 35 years old, those with intermediate professional and technical positions are generally under 45 years old, and those with senior professional and technical positions are generally under 45 years old. 7. Other conditions stipulated by laws and regulations.

(2) Those who have any of the following circumstances are not allowed to participate in the public selection:

1. Those suspected of violating disciplines and laws are being reviewed by relevant specialized agencies and no conclusion has been made;

3. Those who have worked in a targeted unit but have not completed their service years or other restrictive regulations in accordance with relevant national, provincial, and state regulations;

The calculation period for the above work experience is as of October 31, 2017.

IV. Selection Procedure

(1) Registration and preliminary qualification review

This open selection will require on-site registration. Applicants must strictly follow the requirements of the announcement and job list and choose the appropriate position to register for. Each applicant is limited to applying for one position.

1. Registration time. From 9:00 am on November 16, 2017 to 17:30 pm on November 21, 2017. In principle, the ratio of the number of public selection and transfer plans to the number of applicants for the position should not be less than 1:3. For positions that do not reach the minimum examination ratio, the competent department of the employer will put forward opinions and can appropriately reduce the ratio, reduce or cancel the selection and transfer plan accordingly, and report The state Human Resources and Social Security Bureau studied and decided. Candidates for the canceled selective transfer positions can apply for other qualified positions at the State Personnel Examination Institute on November 23.

2. Registration location. Personnel Department of each employing unit or its competent department (see Appendix 2).

3. Information required for registration

4. Preliminary qualification review. The preliminary qualification review shall be the responsibility of each employer or its competent department and shall be completed before November 24. Applicants must submit relevant materials required for registration to the employer when registering, and the materials submitted must be true and accurate. The professional identification of candidates for this open selection refers to the "Professional Guidance Catalog for Civil Servants Recruited in the Hunan Provincial Examination in 2017" (Annex 4). If the major studied by the applicant is not included in the "Professional Guidance Catalog for Civil Servants Recruited by the Hunan Provincial Examination in 2017", it shall be identified by the employer or its competent department and reported to the State Human Resources and Social Security Bureau. Applicants whose academic qualifications are higher than the minimum academic requirements for the position they are applying for are not subject to the full-time restriction.

5. Receive the admission ticket. Collect your admission ticket at the State Personnel Examination Center from 9:00 to 17:30 on December 1, 2017.

(2) Examination

1. Written examination

The written examination is organized by the State Human Resources and Social Security Bureau and mainly tests current affairs politics, professional ethics, and state conditions. 2. Qualification review and interview

After the written test, according to the ratio of 1:2 in the job selection plan, the candidates for the position will be selected from high scores to low scores in the written test. Determine the candidates for qualification review. Those who pass the re-examination will participate in the interview; those who fail the re-examination will be disqualified. If the number of people scheduled to be interviewed for a selected position does not reach the specified ratio due to candidates giving up the qualification review or failing the qualification review, the applicants for the position will be filled in order from the highest score to the lowest score in the written test.

If the ratio between the number of public selection and transfer plans and the number of people who have passed the reexamination does not reach 1:2, the competent department of the employer shall put forward opinions and may appropriately reduce the ratio, reduce or cancel the selection and transfer plan accordingly, and report to the state human resources and The Social Security Administration studies and decides.

The interview is organized and implemented by the employer or its competent department, using structured interviews or practical tests, etc., and the scores are calculated on a percentage system. The specific time for the interview will be notified separately by the employer or its competent department. If there is no effective competition for the actual number of interviews for the selected position, applicants must have an interview score of 60 points or above before they can enter the next process.

3. Score synthesis and ranking

After the interview, 40% of the written test score and 60% of the interview score will be combined into a comprehensive score. If the overall scores are the same, the candidates will be ranked according to their written test scores. Written test scores, interview scores, and comprehensive scores are rounded to two decimal places.

(3) Physical examination

According to the order of comprehensive scores from high score to low score, physical examination objects will be determined in equal amounts.

The physical examination shall be organized and implemented by the employer or its competent department, and shall be conducted at a designated physical examination institution with corresponding qualifications. The physical examination time shall be notified separately by the employer or its competent department. The physical examination standards shall be implemented in accordance with the general physical examination standards for civil servant recruitment. Only those who pass the physical examination can be listed as inspection objects.

(4) Inspection

Inspection is organized and implemented by the employer or its competent department. The inspection team shall be composed of more than 2 persons, and shall be conducted through various methods such as individual interviews, information and personnel file review, on-site investigation, and interviews with the inspection objects, focusing on understanding the qualifications and morality, ability, diligence, performance, integrity, etc. of the inspection objects. performance, and review the "three ages, two calendars and one identity", the nature of the preparation, etc., and form written inspection materials.

When an unqualified candidate appears in the physical examination or inspection, the employer or its competent department shall decide whether to replace the candidate and report it to the State Human Resources and Social Security Bureau for record. Submissions must be made in order from the highest score to the lowest score according to the overall score.

(5) Publicity and transfer

The personnel to be transferred will be publicized on the website of the State Human Resources and Social Security Bureau, and the publicity period will be 5 working days. After the publicity period expires, if there are no problems or if the reported problems do not affect the transfer, relevant procedures will be handled; if there are serious problems reported and substantive evidence is found, the qualification for selection and transfer will be cancelled, and no replacement will be made.

Employers can implement a probation period for selected personnel, and the probation period is 3 months. During the probation period, all relationships and benefits of the transferred personnel in the original unit will remain unchanged. Those who pass the assessment at the end of the probation period will go through transfer procedures in accordance with cadre management authority and relevant requirements; those who fail the assessment will still return to their original unit.

After the personnel to be transferred enter the selection unit, they shall sign an employment contract according to the position category for which they applied, and determine the corresponding salary and benefits.

V. Relevant Requirements
