Article 2 These Regulations shall apply to the establishment of radio stations, television stations and radio and television stations within the administrative area of this province, the editing, production, broadcasting and transmission of radio and television programs, and the dissemination of audio-visual program services through information networks. Article 3 Radio and television undertakings should adhere to the direction of serving the people and socialism, and adhere to the correct direction of public opinion.

The editing, production and broadcasting of radio and television programs and the information network dissemination of audio-visual program services shall abide by laws, regulations and socialist ethics, improve the quality of programs and meet the spiritual and cultural needs of the masses. Article 4 People's governments at or above the county level shall incorporate radio and television undertakings into the national economic and social development plan, gradually increase investment according to needs and financial resources, and focus on supporting the development of radio and television undertakings in rural and poverty-stricken areas. Article 5 The administrative departments of radio and television of the people's governments at or above the county level shall be responsible for the administration of radio and television within their respective administrative areas, and other relevant departments shall do a good job in the administration of radio and television according to their respective responsibilities. Article 6 The administrative department of radio and television of the people's government at or above the county level shall establish a supervision and reporting system and accept social supervision. Chapter II Radio Stations, Television Stations and Radio and Television Stations Article 7 Radio stations and television stations shall be established by the administrative departments of radio and television of the people's governments at or above the county (city) level, among which educational television stations may be established by the administrative departments of education of the people's governments at or above the municipal level with districts. No other unit or individual may set up a radio station or television station.

The establishment of a radio station or television station shall obtain permission in accordance with the relevant provisions of the state. To set up a radio and television station, the applicant shall apply to the radio and television administrative department of the local people's government at or above the county level, and after the examination and approval step by step, it shall be submitted to the radio and television administrative department of the provincial people's government for examination and approval.

A radio station or television station established upon approval shall not be renamed as a radio station or television station, and shall not be leased, transferred or contracted. Chapter III Radio and Television Transmission and Service Article 11 The radio and television administrative department of the people's government at or above the county level shall adhere to the principle of rationality and economy, make full use of existing public communication and other network resources, strengthen the construction and management of radio and television transmission coverage networks, and ensure the safe transmission and broadcasting of radio and television.

The radio and television administrative departments of the people's governments at or above the county level shall, according to local conditions, adopt various technical means such as satellite reception, wireless broadcasting, cable broadcasting and cable television, and gradually improve the coverage rate of rural radio and television. Twelfth radio stations, television stations, radio and television transmission coverage networks and monitoring and monitoring network operating units shall, in accordance with state regulations, use relevant radio and television equipment and equipment that have obtained valid network access certificates. Article 13 The establishment of radio and television transmitting stations, relay stations, microwave stations and satellite uplink stations shall, after obtaining the business license and frequency use license for radio transmission and television programs in accordance with the relevant provisions of the state, go through the examination and approval procedures with the radio regulatory agency of the provincial people's government, obtain a radio station license, and issue a special frequency and frequency band assignment certificate.

Approved frequencies and frequency bands shall not be leased or transferred. Fourteenth radio and television monitoring stations (stations) are responsible for monitoring the technical quality of radio and television transmission and operation, and detecting the use of radio and television frequencies.

Institutions engaged in broadcasting and transmitting television programs shall provide complete signals of transmitting programs to radio and television monitoring stations (stations), and shall not interfere with or hinder monitoring activities.
