Chapter I General Provisions Article 1 These Measures are formulated in accordance with the relevant provisions of the state and this Municipality in order to maintain the order of urban public water supply and ensure the normal use of water for urban life, production and other construction. Article 2 These Measures shall apply to the administration of public water supply and water supply facilities within the administrative area of this Municipality.

The term "urban public water supply" as mentioned in these Measures refers to the provision of water for living, production and other construction by water supply enterprises to units or residents (hereinafter referred to as users) through the public water supply pipe network.

The measures referred to in public water supply facilities refer to water source wells, water conveyance channels, water intake structures, pumping stations, special power supply communication lines, water distribution networks, fire hydrants, valves, measuring instruments, etc. Water supply enterprises belong to. Article 3 The municipal water administrative department is the competent authority of urban public water supply in this Municipality, and is responsible for organizing the implementation of these Measures.

District and county water administrative departments shall be responsible for urban public water supply within their respective administrative areas. Chapter II Management of Water Supply and Water Use Article 4 Water supply enterprises must abide by the following provisions:

Ensure that the quality of water supply meets the national drinking water hygiene standards;

(two) in the normal state of water supply, to ensure that the public water supply meets the pressure standards prescribed by the state, and to maintain uninterrupted water supply;

(three) in accordance with the measurement standards and water price standards stipulated by the state and this Municipality, the water consumption of users shall be measured and charged;

(four) establish and improve the management system, regular inspection and maintenance of public water supply facilities, timely troubleshooting of public water supply facilities, to ensure normal water supply;

(five) accept the supervision and inspection of the competent department of public water supply and the relevant administrative law enforcement organs such as health, quality and technical supervision and price. Article 5 Users must abide by the following provisions:

(two) to pay the water fee in accordance with the provisions, and shall not be in arrears or refuse to pay;

(three) change the name of the household, change the nature of water use, etc. , must go through the formalities of change in advance to the water supply enterprise;

(four) shall not use public water supply facilities to resell water;

(five) the protection of water supply facilities, found that public water supply facilities damaged or running water, etc ... , should immediately notify the water supply enterprises;

(six) to assist water supply enterprises to inspect, repair or repair public water supply facilities. Article 6 If it is necessary to suspend water supply or reduce water supply due to construction or maintenance of public water supply facilities, the water supply enterprise shall inform users in advance. If water supply is suspended for more than 3 days, the water supply enterprise shall take temporary water supply measures.

Large-scale water cut-off or water cut-off, depressurized water supply may have a significant impact on production and life, and water supply enterprises must report to the competent department of urban public water supply for approval before stopping water supply. Article 7 If it is necessary to connect pipelines or water facilities on the urban public water supply network and temporarily use public water supply (hereinafter referred to as temporary water use), it shall be approved by the water supply enterprise before water can be used. Eighth water supply enterprises and users should sign a water supply contract, clear the rights and obligations of both parties and the liability for breach of contract. When there is a dispute between water supply enterprises and users on water metering and charging, they may apply to the competent department of urban public water supply for handling. Chapter III Management of Water Supply Facilities Article 9 The construction of public water supply facilities and user water supply facilities must adapt to the urban public water supply capacity and meet the unified technical requirements of urban public water supply.

The planning, construction and construction of water supply facilities must comply with the relevant provisions of the state and this Municipality. Tenth users to invest in the construction and renovation of indoor water supply facilities (hereinafter referred to as the user's water supply facilities), shall submit a written application to the water supply enterprise, and provide the corresponding information. With the consent of the water supply enterprise, the design and construction of water supply facilities can be carried out in accordance with the relevant provisions. Eleventh units engaged in the design and construction of water supply facilities for users must hold the qualification certificate issued by the competent department, and undertake the design and construction tasks according to the qualification level determined by the qualification certificate.

The design, selection and construction of water supply facilities and equipment for users must be carried out in strict accordance with the approved design documents and relevant technical standards and specifications. Twelfth users of water supply facilities after the completion of the project, must be approved by the water supply enterprises. After the acceptance, the water supply enterprise shall handle the account opening procedures for users, install the billing water meter, and officially supply water only after the water quality and water pressure are qualified. If the user's water supply facilities project fails to pass the acceptance or acceptance, the water supply enterprise will not supply water. Thirteenth users of water supply facilities after the completion of the project and acceptance, outdoor pipelines and ancillary facilities outside the meter into the public water supply network, unified maintenance and management by the water supply enterprises. Fourteenth water supply enterprises are responsible for the unified management and maintenance of their installed metering water meters, and no unit or individual may dismantle or unseal them without authorization. The user shall be responsible for protecting the billing water meter in the user area. Fifteenth public fire hydrants are maintained and managed by water supply enterprises, and the fire control institutions of public security organs are responsible for supervision and inspection. Except in case of fire, no unit or individual may use it.

Except in case of fire, fire hydrants installed by users shall be used with the prior consent of water supply enterprises. Sixteenth kinds of construction projects, the construction unit or the construction unit shall go to the water supply enterprise to find out the underground public water supply pipeline. If the construction affects the safety of public water supply facilities, the construction unit or the construction unit shall agree with the water supply enterprise on corresponding protection measures, and the construction unit shall ensure the implementation according to the measures.
