1. Whether static pages are needed depends on company properties;

General software enterprises, especially software service enterprises, want ui written in the front end, because it can save a lot of time. Their engineers can't perfectly realize the page you designed, and there is no aesthetic person at all. But ordinary Internet companies don't need it, because they have excellent front-end engineers who can perfectly realize your design.

2, do not need to write static, but understand;

This is also necessary. If you don't understand the concept of pixel structure, container and adaptation, your design will have no standards to follow and will bring many unrealistic problems. Only by knowing the front end can we know how big the font should be, how much the left-right ratio should be, and what form to use for graphic cutting, which will greatly facilitate the work of people behind.

So it doesn't affect that you are a ui designer, but from the perspective of an enterprise, you can write static, which is also a highlight.
