Chapter 1 General Provisions Article 1 In order to promote the employment of disabled people and protect the labor rights of disabled people, in accordance with the "Law of the People's Republic of China on the Protection of Disabled Persons", the "Regulations on the Employment of Disabled Persons" of the State Council and The "Shandong Province Measures for the Implementation of the "Law of the People's Republic of China on the Protection of Disabled Persons" and other laws and regulations have been formulated based on the actual conditions of the province. Article 2 Agencies, groups, enterprises, institutions, private non-enterprise units (hereinafter collectively referred to as "employing units") within the administrative region of this province shall, in accordance with relevant laws, regulations and the provisions of these Measures, fulfill their responsibilities and support the employment of persons with disabilities and obligation. Article 3 Employers are prohibited from discriminating against persons with disabilities in employment.

Disabled persons have the right to equal employment, independent choice of employment and equal access to labor remuneration in accordance with the law.

Disabled people should actively participate in vocational training, improve their own quality, enhance their ability to find employment and start a business, abide by the employer's labor discipline, and abide by professional ethics. Article 4 People's governments at all levels should strengthen leadership over the employment of disabled people, incorporate the employment of disabled people into national economic and social development plans, formulate preferential policies and support and protection measures, raise funds through multiple channels, and create conditions for the employment of disabled people. Article 5: The agency responsible for the work of persons with disabilities under the people's government at or above the county level is responsible for organizing, coordinating, guiding and supervising relevant departments to do a good job in employment of persons with disabilities.

The human resources and social security, finance, civil affairs, taxation, industrial and commercial administration and other departments of the people's governments at or above the county level shall, in accordance with their responsibilities, do a good job in employment of persons with disabilities. Article 6: Disabled persons’ federations at all levels shall be responsible for the specific organization, implementation and supervision of the employment of persons with disabilities in accordance with relevant laws, regulations and rules.

Trade unions, the Communist Youth League, and women’s federations should do a good job in employment of disabled people within the scope of their respective responsibilities. Article 7: Units and individuals that have made outstanding achievements in the employment of disabled people shall be commended and rewarded in accordance with relevant regulations. Chapter 2 Responsibilities of the Employer Article 8 The employer shall arrange for the employment of persons with disabilities at a ratio of no less than 1.5% of the total number of employees of the unit, gradually establish a reservation system for employment positions for persons with disabilities in proportion, and provide appropriate types of work, post.

If there is less than one disabled person who should be placed in employment according to the prescribed ratio, one person will be placed. Disabled persons recruited by employers across provinces, cities, and counties (cities, districts) shall be included in the number of disabled employees arranged.

If the employer fails to meet the prescribed ratio in arranging employment for disabled persons, it shall pay employment security fund for disabled persons. Article 9 The employer shall, within the first quarter of each year, report to the local employment service agency for persons with disabilities its employment situation for persons with disabilities in the previous year, the number of employees on the job, and its plan for employment of persons with disabilities this year. Article 10 Massage institutions for the blind, industrial therapy institutions and other welfare units established by the government and society in accordance with the law (hereinafter collectively referred to as "employing units that intensively employ disabled people") shall arrange for the employment of disabled people in a centralized manner. Article 11 When recruiting staff, an employer shall not refuse to accept or hire disabled people who meet the job requirements on the grounds of disability.

Governments, people's organizations, public institutions, and state-owned enterprises should take the lead in implementing regulations on the proportional employment of disabled people and gradually establish a reservation system for the proportional employment of disabled people, recruit new civil servants, and recruit public institution staff or enterprise employees, they shall not refuse to hire qualified persons with disabilities. Article 12 When an employer recruits employees with disabilities, it shall sign a labor contract or service agreement with them in accordance with the law and apply for social insurance for them; when it reduces its personnel in accordance with the law, it shall give priority to retaining employees with disabilities or their family members; when it terminates or terminates employment with employees with disabilities, it shall If the labor contract or service agreement is terminated, the local Disabled Persons' Federation shall be reported to the local Disabled Persons' Federation for filing. Article 13 Employers shall pay labor remuneration to disabled employees in full and on time, and shall not be lower than the local minimum wage standard. Article 14 Employers shall provide employees with disabilities with working conditions and labor protection suitable for their physical conditions, and shall not force disabled employees to work by means of violence, threats, or restriction of personal freedom.

Article 15 Employers shall not discriminate against employees with disabilities in terms of promotion, promotion, professional title evaluation, labor remuneration, living welfare, rest and vacation, social insurance, etc. Article 16 Employers shall provide free induction, on-the-job, job transfer and other training to disabled employees based on the actual conditions of their disabled employees. Article 17 Employers shall take measures to gradually build and improve standardized barrier-free facilities, promote barrier-free information exchange for persons with disabilities, and improve the employment environment for persons with disabilities. Chapter 3 Safeguard Measures Article 18 People's governments at all levels should take measures to expand employment channels for disabled people, develop jobs suitable for disabled people in various forms, and ensure the employment of disabled people.

Encourage social organizations and individuals to provide donations and services to promote the employment of people with disabilities.

Employers are encouraged to purchase an accident insurance for their disabled employees every year. Article 19: Public welfare positions suitable for the employment of persons with disabilities invested or supported by people's governments at all levels shall arrange employment for persons with disabilities at a ratio of no less than 10 of the total number of employees.

People's governments at all levels should develop social services and establish and improve community service points, and should give priority to the employment of disabled people.

Township, county (city, district) people’s governments should include full-time officers with disabilities in the social worker team and guarantee their wages, benefits, and social insurance benefits; Full-time members will provide subsidies in accordance with regulations, and the required funds will be borne by the finance department.
