The former Ministry of Labor designated underground, high altitude, high temperature, heavy physical labor or other jobs harmful to health as special operations, and made it clear that the scope of special operations was determined by the competent departments of various industries or labor departments.

Up to now, many provinces have approved the establishment of vocational skill appraisal institutions. This kind of center is a third-party vocational skill appraisal institution approved and filed by the relevant national authorities. The center is located in the provincial capital city, and its approved business scope is professional skill appraisal, professional qualification certification, professional ability evaluation and assessment services.

Mainly carry out the evaluation of vocational skills and post ability in the construction field, and provide professional ability evaluation for employees in the construction industry. According to the "Notice of Ministry of Human Resources and Social Security on Publishing the National Vocational Qualification Catalogue" (Ministry of Human Resources and Social Security Fa [2065438+07] No.68), the evaluation results are only used as the main basis for participating in the evaluation. It cannot replace various policy requirements such as certificates required by industry authorities. Legally recognized occupations and special operations still need to be certified according to the policies of relevant departments.
