1, dual core, specialization. The national Liuyang Economic and Technological Development Zone is 35km away from Changsha, 8km away from Huanghua Airport/KLOC-0 and 20km away from Liuyang City. It is the only development zone in Hunan province that has no mother city to rely on. In such a place without location, capital and talents, only by relying on specialized services and characteristic industrial clusters can we create advantages and form core competitiveness. Hunan is rich in biological resources, ranking second in the country in Chinese herbal medicine resources, and has a large number of influential scientific research teams such as Xiangya Medical College and Hunan Medical Engineering College. Starting from 1999, we put forward the goal of taking differentiated competition and building a characteristic biomedical park. Around this goal, we seized the opportunity of GMP certification of pharmaceutical enterprises, the opportunity of industrial enterprises moving out of cities, the opportunity of combining medical reform with commerce and the opportunity brought by the tide of overseas students returning to China to start businesses, and introduced a series of measures to become the only specialized park in Hunan Province and the only national bio-industrial base led by counties in China. 2. It is characterized by the gathering of high-tech enterprises. Most small and medium-sized enterprises in the park come from the incubation and cultivation of high-tech projects. At present, there are 42 pharmaceutical industrial enterprises, 33 pharmaceutical start-up enterprises, 15 health food enterprises,10 bio-agricultural enterprises and 6 supporting pharmaceutical machinery and packaging enterprises. These enterprises all have their own characteristics and have the potential to become "singles champions", laying a foundation for our park to become a small and medium-sized enterprise science park with dense pharmaceutical enterprises, perfect upstream and downstream facilities, and active combination of technological innovation and capital market.

3. Take improving the public service platform as an advantage. As a professional medical management service organization, CMC has established an industrial service center with the main contents of new drug approval, pharmaceutical company certification, fund raising and medical insurance catalogue co-ordination. It has also built a biomedical analysis and testing center, combined biosynthesis and natural product drug technology, in vitro diagnostic reagent technology, plant extraction technology, gene chip technology * * * sharing laboratory, syphilis rapid diagnostic reagent pilot workshop, individualized hypertension diagnostic chip pilot workshop and 20,000 square meters standard workshop, and animal experiments and experiments are under construction.
