Chapter I General Provisions Article 1 In order to cultivate and practice the socialist core values, promote the civilized behavior of citizens and improve the level of social civilization, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the promotion of civilized behavior and related work within the administrative area of this Municipality.

The term "civilized behavior" as mentioned in these Regulations refers to the behavior that abides by the provisions of the Constitution, laws and regulations, conforms to socialist ethics, maintains public order and good customs, leads social customs, carries forward the national spirit and the spirit of the times, and embodies social progress. Article 3 To promote civilized behavior, we should adhere to the principles of party committee leadership, government implementation, social construction, national participation, the combination of rule of law and rule of virtue, and the combination of advocacy and governance, give full play to the main role of citizens, and form a long-term mechanism of * * * construction and * * * governance. Fourth city and county (city, district) spiritual civilization construction steering committee working body specifically responsible for guiding, coordinating, supervising, inspecting and evaluating the promotion of civilized behavior within their respective administrative areas. Article 5 The people's governments of cities and counties (cities, districts) shall incorporate the promotion of civilized behavior into the national economic and social development plan, guarantee the funds for the promotion of civilized behavior, and formulate relevant measures to promote the coordinated development of civilized behavior and economy and society.

Township (town) people's governments and sub-district offices shall, in accordance with the overall arrangement of the working bodies of the county (city, district) spiritual civilization construction steering committee, do a good job in promoting civilized behavior in this area.

Residents' committees and villagers' committees should strengthen the publicity, education and guidance of civilized behavior and help advocate civilized behavior. Article 6 Advocating civilized behavior is the common responsibility of the whole society.

State organs, social organizations, enterprises, institutions and other organizations shall fulfill their obligations to promote civilized behavior in accordance with their duties and carry out the work of promoting civilized behavior in light of their own characteristics.

Citizens should support and participate in activities that advocate civilized behavior, and have the right to discourage, stop, report and complain about uncivilized behavior. Chapter II Standardization and Advocacy Article 7 Citizens should love the Party, patriotism and socialism, consciously practice social morality, professional ethics, family virtues and personal morality, carry forward the spirit of Lei Feng, and actively participate in urban civilization construction activities such as the city of good people and the city of volunteers. Eighth should abide by the public order and civilized behavior norms:

(1) Dress neatly and appropriately in public places, behave in a civilized manner, and shall not interfere with others;

(two) waiting for public services, using public facilities, participating in public activities, queuing in turn, courtesy of the elderly, sick and pregnant, and carrying infants and young children;

(3) In libraries, memorial halls, museums, theaters, gymnasiums and other public places. , abide by the regulations of the venue and obey the on-site management;

(four) in public places for square dance, cultural performances, physical exercise, commercial exhibitions and other activities, reasonable choice of time and place, control the volume, shall not affect the normal life, work and study of others;

(5) Abide by the rules and regulations of medical places, respect and obey the guidance and management of medical personnel, and shall not insult, abuse, threaten, beat or hold medical personnel hostage;

(6) Cover your mouth and nose with paper towels, handkerchiefs or sleeves when coughing or sneezing, wear a mask when suffering from infectious respiratory diseases such as influenza, and keep a necessary distance from others to avoid spreading infectious diseases;

(seven) other public order and civilized behavior. Ninth shall abide by the civilized code of conduct of city appearance and environmental sanitation:

(a) to develop good hygiene habits, not spitting, urinating, littering, paper scraps, cigarette butts, chewing gum, betel nut residue, plastic bags and other wastes, and not dumping garbage and sewage;

(two) to keep public places clean and tidy, and not to arbitrarily build, depict, scribble or post or hang items on buildings, telephone poles, street trees, elevators, corridors and other public facilities;

(three) take care of flowers, trees and greening facilities, do not pick flowers, fruits and branches in public green spaces, trample on lawns or plant vegetables;

(4) Keeping pets shall abide by relevant laws and regulations, keep the environment clean, and shall not interfere with the lives of others. When going out, use a restraint rope (chain) to hold the dog and clean up the dog feces in time;

(5) Smoking is prohibited in indoor public places, workplaces and public transport. Operators or managers of indoor public places, workplaces and public transport vehicles shall set up no-smoking signs at the entrance of places and in prominent positions of indoor and public transport vehicles;

(six) other civilized city appearance and environmental sanitation behavior. Tenth civilized traffic behavior should be observed:

(1) Abide by traffic rules when driving a motor vehicle, and take the initiative to avoid police cars, fire engines, ambulances, engineering rescue vehicles and other vehicles in case of emergency;

(two) driving a motor vehicle to give way to pedestrians, low-speed through the water section, standardize the use of lights, speakers. When driving or riding a motor vehicle, you are not allowed to throw things outside the car;

(three) driving a non-motor vehicle should be in the non-motor vehicle lane, when there is no non-motor vehicle lane, driving on the right side of the road. Driving according to traffic signals, not retrograde, jaywalking, not carrying people in violation of regulations;

(four) driving a motor vehicle or a non-motor vehicle shall not have any behavior that hinders safe driving, such as answering or dialing a hand-held phone;

(five) are not allowed to use skateboards, roller skates, flatbed cars, balance cars and other sliding tools on the motorway. Do not sell goods or distribute advertisements in motor vehicle lanes;

(6) Pedestrians crossing intersections or roads, taking crosswalks or crossing facilities, and not running red lights, crossing green belts or traffic obstacles;

(7) Vehicles shall be parked in an orderly manner, and shall not occupy or block evacuation passages, safety exits, fire lanes, emergency passages and blind roads, and shall not interfere with the normal passage of other vehicles and pedestrians;
