In order to realize the two historical tasks in Xinjiang and undertake the important task of accelerating the construction of new industrialization in Xinjiang during the key period of the Twelfth Five-Year Plan, the newly established Xinjiang New Energy (Group) Co., Ltd. was officially unveiled today. On behalf of all the staff of New Energy Group, I would like to express my heartfelt thanks to the leaders at all levels of the Party Committee, the People's Government and the State-owned Assets Supervision and Administration Commission of the Autonomous Region for their concern, and to all the leaders and colleagues who came to attend the meeting in spite of their busy schedules! Xinjiang's new energy development began at 1986, and it is an early province in the history of China and even the world. 1989, the largest Dabancheng wind farm in Asia was built with the support of the Danish government. 1998, Xinjiang goldwind technology co., ltd was formally established. After more than 20 years of development, a relatively complete industrial chain has been formed in the field of wind energy, including R&D, construction, consultation, electric field operation and hoisting operation and maintenance services. Xinjiang Goldwind Technology has grown into the leading wind power equipment enterprise in China and the second in the world. It is the only A+H-share listed enterprise in the autonomous region with total assets exceeding 30 billion yuan. At present, in the face of the historical opportunity of national industrial restructuring, the rise of emerging industries, and the increase of the central government's aid to Xinjiang, the integration and establishment of Xinjiang New Energy Group is a strategic deployment for the Party Committee, the people's government and the State-owned Assets Supervision and Administration Commission of the autonomous region to deepen the reform of state-owned enterprises and solve the development problems of local state-owned enterprises, and is also a major measure to accelerate the promotion of new industrialization. In order to realize the great-leap-forward development of the Group, we will not bear the trust of the Party committee and government of the autonomous region, work hard and do our duty. On behalf of New Energy Group, I solemnly declare as follows: 1. Do not disgrace the mission, dare to take responsibility, make a clear positioning, and strive to build a leading enterprise in the new energy industry. Under the leadership of the Party Committee and People's Government of the autonomous region, and with the support and help of the SASAC of the autonomous region, the group company will quickly integrate related businesses, actively explore clean energy and environmental protection industries such as wind energy and solar energy, and explore the entry into garbage power generation and new energy agriculture industries, with industrial chain construction as the main goal. Set up a comprehensive group company focusing on the development and application of wind energy, solar energy and energy storage technologies and the development and manufacturing of wind power generation, photovoltaic power generation, garbage power generation and related supporting equipment, and mainly engaged in the comprehensive business of industrial chain such as wind power, photovoltaic resource planning, consultation, evaluation, scientific research and development, wind power, photovoltaic power generation, garbage power generation, wind farm construction, fan manufacturing, hoisting and supporting, and post-maintenance services. Rely on the state-owned assets platform, revitalize the existing assets and resources, build a scientific incentive and restraint mechanism through mechanism innovation, build an advanced corporate culture, quickly form the core competitiveness of the group, and develop the group company into an internationally renowned enterprise in the field of new energy. 2. Scientific planning, rational layout and step-by-step implementation, accelerate the transformation of Xinjiang's superior resources to 1, integrate existing wind and solar R&D resources, form a large-scale market-oriented comprehensive R&D center integrating wind and solar energy testing, planning, consulting, evaluation and R&D qualification, adopt the most advanced international technology, build a modern industrial system of new energy, and reserve and develop a number of internationally leading new products. 2. Relying on SASAC's state-owned capital operation budget, capital investment and enterprise's own accumulation, the Group will implement the equity diversification strategy and project construction through capital operation, enhance the Group's development capital strength, and actively promote project construction. By the end of the "Twelfth Five-Year Plan", the group headquarters plans to complete a total investment of 6 billion yuan, and the installed capacity of wind power and photovoltaic power generation will exceed 800,000 kilowatts, and the total installed capacity of renewable energy in the whole group will exceed 3 million kilowatts. 3. Follow the instructions of Secretary Zhang Chunxian, take "promoting the large-scale development of Goldwind technology" as the primary goal, actively research and develop independent technologies, continuously improve and strengthen the fan manufacturing industry, and strive to explore the international market to ensure that it ranks among the top three in the global wind power industry. 4. Actively explore new ways to apply new energy, accelerate the organic combination of new energy and modern agricultural development, explore the development and utilization of international advanced light and agriculture integration technology, develop long-term, efficient and high-quality agriculture and animal husbandry, build new energy and circular economy demonstration zones and renewable energy ecological parks for agriculture and animal husbandry, and vigorously promote the development of industrial and agricultural tourism industry according to local conditions. 5. Actively build a professional hoisting, maintenance and parts supporting service platform, use the existing equipment and technology to set up a professional hoisting company, actively serve the national market, form the integration of installation, commissioning, operation, maintenance and spare parts supply, and actively explore how to change the company from a professional service provider to a well-known integrated wind power EPC service provider in China. 6. With the strong support of the government, take advantage of the platform of solid waste disposal center to actively enter the sunrise industry of garbage power generation and waste utilization, and build a circular industrial chain of industrial solid waste, urban garbage recovery, sorting, extraction, incineration, waste heat power generation and landfill to promote enterprise development and social benefits. Through scientific planning and step-by-step implementation, by the end of the "Twelfth Five-Year Plan", the total assets of New Energy Group will strive to exceed 40 billion yuan, and the per capita industrial output value will reach the international standard of 300-400 million yuan, so as to truly realize the important position of local state-owned enterprises in the autonomous region in the three industrial bases proposed by the Central Committee in Document No.9 and form an important growth pole of Xinjiang's industrial economy. Third, cultural guidance, strategic management, mechanism innovation, and actively shape healthy and happy enterprises that are respected by society. Under the guidance of modern culture, New Energy Group will establish the core value system of enterprises, build a harmonious working environment, work efficiently and happily, and create a distinctive corporate culture. Efforts should be made to build a modern enterprise system, establish a management post competency model, recruit leading talents in the industry according to the international standards of employment system, build an efficient group management and control model according to the principles of management modernization, informationization and internationalization, and at the same time create a clear business model, value chain and business sector, and form a competitive ability with development quality and efficiency as the core through scientific and technological, management and mechanism innovation.
