The law and administrative regulations of the State Council do not stipulate that the personal belongings of ordinary citizens can be inspected in this case, but it is not clear whether there are local regulations of local people's congresses in Jiangsu Province. It is estimated that they have no law enforcement basis and the inspection is illegal. Neither the departmental regulations of the Ministry of Public Security nor the local government regulations of the Jiangsu Provincial Government can authorize public security organs to inspect citizens' belongings.
