Article 4 The garden green spaces referred to in these Measures include the following five categories:

(1) Public green spaces: refers to parks (including amusement parks, zoos, botanical gardens, and cemeteries), scenic spots, and street squares Green spaces, riverside green spaces and street trees;

(2) Green spaces affiliated with units: refers to green spaces within the jurisdiction of agencies, groups, troops, schools, factories, mines and other enterprises and institutions;

(4) Protective green space: refers to the green space used for isolation, sanitation, safety and other protective purposes;

(5) Production green space: refers to nurseries, flower beds, grass beds, etc. that provide seedlings, flowers, seeds, etc. for urban greening. Article 5 The municipal and district people's governments shall incorporate urban landscaping construction into the national economic and social development plan and conscientiously organize its implementation. Article 6 The Municipal Garden Administration Bureau is the administrative department in charge of urban landscaping in this city. District and town people's governments and sub-district offices are responsible for the construction and management of landscaping in their respective regions. Article 7: All units and individuals should protect greening achievements and greening facilities and refrain from behaviors that damage greening. All citizens with the ability to work have the obligation to green the city.

Units and individuals that have made outstanding achievements in landscaping will be commended and rewarded by the municipal or district people's government or the landscaping management department. Article 8 The Municipal People's Government shall encourage the development of landscaping science and technology research, cultivate scientific and technological talents, promote the use of advanced technologies, and improve the scientific and artistic level of landscaping and its ability to prevent and control diseases and pests. Chapter 2 Planning Article 9 Urban landscaping planning should start from the characteristics of this city, make use of the original topography, landforms, water bodies, vegetation and historical and cultural sites and other natural and cultural conditions, comprehensive planning and reasonable layout to green the urban and suburban areas. Linked together, the urban forest belt and riverside green belt are combined with parks and scenic spots, and the unit-affiliated green space, residential area green space and street square green space echo each other, gradually forming a greening system with coordinated development of points, lines and surfaces. Article 10 Urban landscaping planning shall be prepared by the Municipal Gardening Administration Bureau in conjunction with the Municipal Planning Bureau in accordance with the "Guiyang City Master Plan" and submitted to the Municipal People's Government for approval.

The landscaping plans of each district shall be prepared by the district urban construction department in accordance with the municipal landscaping plan, reviewed by the district people's government, and approved by the Municipal Gardening Administration Bureau in conjunction with the Municipal Planning Bureau.

Plans for parks and scenic spots shall be prepared by their superior authorities, reviewed by the Municipal Garden Management Bureau, and submitted to the Municipal People's Government for approval.

The landscaping plans prepared by each unit should be submitted to the Municipal Gardening Administration for filing. Article 11 The planning department shall review the construction project drawings and determine the greening land area according to the planning red lines and green lines before issuing a construction permit.

No unit or individual may use the green land determined in the plan for other purposes. Article 12 The proportion of green land used for each new construction project to the total construction land area is as follows:

(1) For large and medium-sized commercial and financial buildings, 10% is within the central area and 15% is outside the central area. ;

(2) For large and medium-sized buildings such as hotels, restaurants, and sports venues, the rate is 20% within the central area and 30% outside the central area;

(3) Hospitals, nursing homes, For institutions of higher learning and other institutions, the rate within the central area is 30%, and outside the central area is 40%;

(4) Residential construction, the rate for new development zones is 12%, and the rate for old city reconstruction is 8%;

(6) For other construction projects, 10% within the central area and 20% outside the central area .

The area of ??greening land for construction projects should be determined according to local conditions, and greening should be carried out within a time limit. Chapter 3 Construction Article 13 Urban landscaping construction should adhere to the principle of combining urban construction with environmental governance, general greening with key improvements, make full use of open space and space, adapt measures to local conditions, and highlight characteristics. Street greening should focus on shading, trapping dust, reducing noise, decorating the streetscape, and beautifying the city.

For greening on both sides of the river, small green spaces and small recreational gardens should be gradually built in key areas according to planning requirements. When greening units and residential areas, attention should be paid to concentration and dispersion, courtyards and terraces, and the development of vertical greening and roof greening should be encouraged. Article 14: Urban landscaping construction shall implement a division of labor and responsibility system. Public greenbelts, production greenbelts, and protective greenbelts are the responsibility of their competent departments; greenbelts affiliated to government agencies, groups, military units, schools, factories, mines, and other enterprises and institutions are the responsibility of the unit; greenbelts for new area development and old city renovation are the responsibility of the development department. , The renovation unit is responsible; the greening of residential areas is the responsibility of the housing property owner; the greening of residential courtyards is the responsibility of the property owner or resident.

In addition to completing their respective greening tasks, the above departments and units should also undertake other greening work assigned by the greening management department. Article 15: The design plans for municipal and district-level parks shall be submitted to the Municipal People's Government for approval after being reviewed by the Municipal Garden Management Bureau.

The greening design plans for public green spaces, newly built or renovated residential areas, large public buildings and other major construction projects shall be reviewed and approved by the Municipal Garden Management Bureau.
