Ankang High-tech Zone and Hanbin District are not at the same level.

Ankang High-tech Zone is a provincial-level development zone approved by Shaanxi Provincial Government on 200 1 and the State Council. It consists of Qinba headquarters industrial park, Jiangbei industrial park, small and medium-sized industrial park and biotechnology industrial park, with a planned total area of 35.78 square kilometers. It is the core demonstration area of circular economy industry development in southern Shaanxi approved by Shaanxi provincial government.

Hanbin District, under the jurisdiction of Ankang City, Shaanxi Province, is the political, economic, cultural and traffic information center of Ankang City.

To sum up, Ankang High-tech Zone and Hanbin District are not at the same level. Ankang High-tech Zone belongs to prefecture-level areas, and Hanbin District belongs to county-level administrative regions.
