In order to further deepen the reform of the cadre and personnel system, expand the vision of personnel selection and employment, optimize the allocation of township leadership teams and the structure of cadre teams, and broaden the channels for outstanding talents from public institutions below the city and county level to enter the party and government cadre teams, according to relevant laws The regulations, approved by the Ganzhou Municipal Committee of the Communist Party of China, openly select a group of township deputy section-level leading cadre candidates from the staff of public institutions below the county level in the city. The relevant matters are now announced as follows:

1. Public Selection Positions and quotas

There is an open selection of 130 candidates for deputy section-level leading cadres in townships. The positions are divided into two categories:

Category A: for the selection of section-level cadres in public institutions; Category B: for undertakings Selection of general cadres of the unit. See the attached table for specific positions.

2. Selection Scope and Application Qualification Conditions

(1) Selection Scope:

Public institutions below the city and county level (excluding schools, hospitals and institutions with reference to the Civil Servant Law) Management institutions) on-the-job qualified cadres (including employment-based cadres registered and approved by the personnel department at or above the municipal level).

(2) Basic conditions:

Applicants must meet the basic conditions stipulated in the Civil Servant Law and the Regulations on the Selection and Appointment of Party and Government Leading Cadres, and have a college degree or above. In the past three years (2010-2012), the annual assessment was rated as competent (passed) and above, and in good health.

(3) Qualification conditions:

1. Those who are currently section-level cadres of public institutions must be under 40 years old (born after September 1, 1973).

2. Those who are currently general cadres of public institutions are required to be under 39 years old (born after September 1, 1974), and have more than four years of working experience (joined before September 30, 2009 work), those who have graduated from full-time postgraduate education and obtained a master's degree or above, the working period can be relaxed to one year (they started working before September 30, 2012).

(4) Persons with any of the following circumstances are not allowed to apply:

(1) Those who have received criminal punishment or been dismissed from public office;

(2) Are within the appointment and use restriction period stipulated in party discipline and political discipline;

(3) Suspected of violating disciplines and laws and are under review but no conclusion has been made;

(4) I have violated the regulations Family planning policy;

(5) There are other regulations that affect use.

3. Selection Procedure

Selection will be carried out in accordance with procedures such as registration and qualification review, written examination, interview, physical examination, inspection, short-term voting, public announcement, and appointment.

1. Registration and qualification review. Registration is through online registration. Each person is limited to one position, and registration across counties (cities, districts) is not allowed. The online registration period is from 9:00 am on September 22, 2013 to 17:30 pm on September 24, 2013. It is divided into three stages: online registration, on-site preliminary qualification review, and online printing of admission tickets.

(1) Online registration. Applicants should log in to the Ganzhou Personnel Examination Network (www.0797pta.com) to register, fill in the "Registration Form" truthfully, and after verifying that the information is correct, upload the candidate's recent (within six months) electronic photo for online registration, and note down the system's automatically generated Registration serial number (the registration serial number and ID number of the applicant will be the candidate’s login ID and must be remembered). Candidates can use their ID number and registration serial number to log in to the registration page to check whether registration is complete.

(2) On-site preliminary qualification review. Applicants should print out the "Application Form" in duplicate, and after obtaining the seal and approval of their employer, they should bring their ID card, original and photocopy of their graduation certificate and preparation certificate to the office during working hours from September 22 to September 25, 2013. The Organization Department of the county (city, district) committee where you are located will conduct the preliminary review of qualifications.

Only when the candidate passes the preliminary qualification review can the registration be considered successful. Candidates can use their ID number and registration serial number to log in to the registration page to check whether the registration is completed. The ratio of the number of applicants for each position to the number of public election quotas must be more than 5:1, otherwise the number of public election quotas will be reduced or cancelled.

Qualification review runs through the entire process of open selection. Anyone who is found to have applied in bad faith or does not meet the qualifications will be disqualified.

(3) Print the admission ticket online. Candidates who have passed the preliminary qualification review and confirmed successful registration should log in to the Ganzhou Personnel Examination Network (www.0797pta.com) from 9:00 am on October 10 to 17:30 pm on October 12, 2013 to print the written examination admission ticket and press Take the written test at the time and place on your admission ticket.

2. Written test. The written examination is organized uniformly across the city and is conducted in a closed-book format with a total score of 100 points. The written test is mainly based on the needs of the job, and mainly tests the applicant's ability to solve practical problems.

After the written test, each position will be ranked according to the public selection quota in a ratio of 1:3 and based on the written test scores, from high scores to low scores to determine the candidates for interview (the last person with the same score will be included) included), the list of candidates for interview will be announced to the public.

3. Interview. The interview time and location will be notified later. It will be conducted through a structured interview, with a total score of 100 points. After the interview, the candidate's overall score will be calculated based on the ratio of written test scores accounting for 40% and interview scores accounting for 60%. Each position is ranked separately according to the comprehensive score, and the physical examination objects are determined from high score to low score in a ratio of 1:2 (the last person who enters the position with the same score will be included together).

4. Physical examination and inspection. The physical examination standards shall be implemented in accordance with the "General Medical Examination Standards for Civil Servant Recruitment (Trial)". In the event of failure in the physical examination, abstention, etc., the candidates will be replaced in order from high score to low score according to the comprehensive performance ranking. Those who pass the physical examination will be included in the inspection targets, and the written examination and interview results of those who are determined to be the inspection targets will be announced to the public. Physical examinations and inspections are conducted in accordance with relevant regulations and are organized and implemented by the Organization Department of each county (city, district) committee.

5. Determine the candidates. Each county (city, district) committee will hold a standing committee meeting to propose candidates based on the inspection results, test scores and health status, and submit the candidates to the Municipal Public Selection Office for approval. After the list of proposed candidates is approved, it will be published on the city and county "Party Affairs Disclosure Network" and other websites and their work units for a period of 7 working days. If the problems reflected during the public notice period are found to affect the appointment after investigation, their qualifications will be cancelled, and the vacancies caused by the public election will not be filled.

6. Hold office. If there is no objection after being announced, the county (city, district) committee where the publicly elected position is located will convene a standing committee meeting to decide or nominate the corresponding deputy section-level leadership position in the township based on the actual situation and work needs of the proposed candidate. The assessment period will be one year. The selection results are announced to the public. After one year, those who pass the assessment will go through the relevant civil servant registration procedures in accordance with regulations, and their minimum service years in the township shall not be less than five years (including the assessment period); those who fail to pass the assessment will be removed or nominated to be removed from their posts, and the county ( Municipalities and districts) arrange work according to the job level and unit nature before the public election.

The public election work will be supervised throughout the entire process by the disciplinary inspection and supervision agencies.
