Current situation of logistics industry in Guangxi and relevant policies and measures.

The Belt and Road Initiative has promoted the economic development of Guangxi's import and export trade, and cold chain logistics transportation is very important. In order to promote the development of cold chain logistics industry in Guangxi, the following five measures are put forward.

(A) vigorously promote the concept of cold chain logistics

I hope to further strengthen the propaganda of cold chain logistics and improve the public's awareness of the cold chain of fresh agricultural products. Encourage fresh product manufacturers to use cold chain logistics, promote the quality grading and packaging standardization of fresh agricultural products, and strengthen the cold chain docking with enterprises. Encourage cold chain logistics enterprises to use innovative technologies and methods of supply chain management to realize the integrated cold chain logistics chain operation of fresh agricultural products from production to sales.

(B) improve the level of cold chain logistics infrastructure

Encourage cold chain logistics enterprises to speed up the construction of various cold chain logistics infrastructure. Focus on the construction of cold storage facilities (cold storage) for important logistics nodes of fresh agricultural products, and plan and arrange a number of low-temperature distribution and processing centers for fresh agricultural products around big cities. Relying on large-scale commercial and trade circulation enterprises, a number of low-temperature distribution and processing centers for fresh agricultural products are planned and built around large and medium-sized cities, and the temperature control in the processing and circulation of agricultural products has been greatly improved.

Relying on the superior agricultural products resources of Emerald, we will build an important cold chain logistics base for meat and aquatic products in China and the autonomous region. Equipped with long-distance and short-distance refrigerated trucks with advanced technology and guaranteed quality, and promote advanced full-range temperature monitoring equipment. Improve the inspection and testing infrastructure supporting cold chain logistics, popularize and apply fast and accurate testing equipment and reagents, actively develop railway, highway and waterway intermodal transport networks, and gradually form a refrigerated multimodal transport system.

(3) Cold storage construction project

Encourage meat professional cold chain logistics enterprises, leading enterprises in agricultural industrialization, agricultural products wholesale markets, large retail enterprises and other business entities to build cold storage nearby in large-scale agricultural products production bases on the basis of technological transformation and full use of existing low-temperature storage facilities.

Establish a series of energy-saving and environmental protection, advanced facilities, efficient and applicable cold storage to meet the market demand for cold storage facilities. It is hoped that by 2020, the society will be promoted to increase the storage capacity of cold storage to 12000000t. Basically solve the market cold storage gap in the whole region and meet the storage market demand of fresh agricultural products in Guangxi.

(D) Increase policy support

Conscientiously implement the national support policies such as "Belt and Road" and "Southbound Passage" to promote the accelerated development of cold chain logistics enterprises in Guangxi. Considering the characteristics of third-party cold chain logistics enterprises of agricultural products, the relevant tax policies of the state for pilot logistics enterprises should be implemented. Actively recommend qualified cold chain logistics enterprises to relevant state departments and include them in the list of pilot logistics enterprises. Give full consideration to the special situation of the self-weight increase of cold chain transport vehicles, and add new construction land for agricultural products cold chain logistics projects settled in the logistics industry cluster area of the autonomous region, Nanning and key coastal logistics parks. Under the premise of complying with national laws and regulations, priority should be given to protection. According to the preferential policies for express vehicles, the management of cold chain transport vehicles needs to be relaxed, and transport vehicles need to be refrigerated across regions. I hope the government can provide convenient support in vehicle inspection management. Support cross-regional transportation of refrigerated transport vehicles and provide policy support in vehicle management. Popularize the expressway toll collection system to improve the traffic efficiency of fresh agricultural products.
