Do Hunan disabled people have subsidies in Kunming?

Inquiring about the Chinese government website, I learned that the eligibility for applying for subsidies twice is not limited by residence. Two subsidies for the disabled are handled in the form of arbitrary application, approval of household registration and payment. Since April 22, applicants can apply for two subsidies for the disabled at any sub-district office or the reception window for two subsidies for the disabled set up by township people's governments nationwide, regardless of household registration.
