So, if you happen to encounter a traffic policeman who issues a ticket, you have no choice but to admit it. But if it was not seen by the traffic police but reported by passers-by for violating the rules, would you be very angry?

The Changsha Public Security Bureau launched an app called "Star Gardener" last year. One of the functions is that as long as citizens take photos of illegally parked vehicles on the road and upload them to the software and pass the review, the whistleblower can receive a certain cash reward.
Such an app was originally designed to control illegal parking of vehicles in urban areas and jointly prevent public security, but I never expected that it could also solve the "employment problem" of some people. A wave of people took advantage of this to become "professional whistleblowers", and some even earned 320,000 in just two months! Seeing this business acumen, Jack Ma's father wanted to "recruit talented people."
In fact, the bonuses set by this app are not many. Reporting illegal parking is 30 yuan/time, reporting bus lane occupation is 30 yuan/time, reporting solid lane changes is 30 yuan/time, and it is even more dangerous. Running a red light safely for pedestrians costs 50 yuan/time. The maximum monthly reward amount per person is 1,500 yuan, of which the maximum monthly reward amount per person for reporting illegal parking is 300 yuan.
So why did some whistleblowers earn 320,000 yuan in just two months? A video was exposed on the Internet: a reporter was discovered by the car owner when he was taking photos to report an illegally parked vehicle. The car owner immediately asked the other person to delete the photos on his phone. After being refused, he got angry and pressed the reporter on the hood and said something to the car owner. He chokes.
Do you think the whistleblower was afraid to move? Obviously not. It was his "professionalism" that reminded him not to fight back, because "if he fights back, he will have no money to compensate." They used this trick to get the car owner's personal injury compensation. It is understood that the car owner who acted in the video not only had to pay a fine for his illegal parking, but also had to apologize to the reporter and pay 1,000 yuan in compensation.
For a while, public opinion became polarized: some people thought that the whistleblower was "ill-minded", while some people thought that the violator was "immoral." What do you think of this matter? ? Let me first talk about my personal opinion.
Is it right or wrong to report others’ traffic violations?
First of all, there is absolutely nothing wrong with reporting other people’s traffic violations. Otherwise, the Changsha Public Security Bureau would not launch such a reporting software. Its original intention is to allow citizens to supervise each other and improve overall quality and driving standards. According to reports, as of the end of October last year, the Changsha Public Security Traffic Police had issued 78,892 reporting rewards to the public, totaling 2.369 million yuan.
The practice of professional whistleblowers also falls into a gray area. From a certain point of view, there is indeed "not very ethical" behavior, but whether it is reporting, or taking action by annoying parking violations, calling the police and demanding money Hospital fees are also within the scope of legal compliance.
Citizens are encouraged to report others' violations. Not only in Changsha, Hunan, but also Shenzhen Traffic Police, Nanjing Traffic Police, Shanghai Traffic Police, etc. have also introduced similar reporting rewards. Therefore, from the perspective of the whistleblower, the original intention of helping supervision is worthy of recognition.
Should the owner of an illegal parking lot be complained about by a professional whistleblower?
It shouldn’t be!
In public situations, we have the responsibility and obligation to obey traffic rules. These car owners who like to violate traffic regulations have poor daily driving habits. They always seek their own convenience and ignore traffic regulations too much, so they are caught by professional whistleblowers.
In November last year, the Shenzhen traffic police received a report from a citizen that a Guangdong B car owner parked his car at the entrance and exit of the rescue channel of Peking University Hospital. The hospital ambulance was blocked and had no way to go.
The owner of the illegal parking said later that because his family member was seriously ill, he was anxious to receive the CT scan results, and wanted to leave immediately after receiving them, so he occupied the 120 rescue channel. Of course, the anxiety of family members who are sick is understandable, but on the other hand, ambulances are "racing" with death every day. If they arrive one second earlier, they can buy one more second of precious treatment time for the patient. Aren’t the people sleeping in the ambulance also other people’s family members?
Some violations may seem insignificant, but they may affect or even harm others at that moment.
Am I encouraging professional whistleblowers?
I encourage citizens to report illegal parking, but I do not think that those professional whistleblowers who are aiming for cash rewards and also intend to "extort" personal injury compensation from illegal parking owners are right.
Similarly, relevant departments also firmly resist the behavior of using "violation reporting platforms as a means of making money".
Last month, a professional whistleblower in Beijing made a homemade "illegal parking notice" and posted it on the windows of cars parked on the roadside. The notice said that he would "donate" 100 yuan to an Alipay account and then terminate the report. In response to this behavior, the Beijing traffic control department criminally detained this person in accordance with the law.
Encouraging "shooting as you please" does not mean that you can "shoot as you please". Only through mutual supervision can we build a civilized society. Using reports as a means of extortion is another matter.
