1. After the employed non-staff personnel are hired, the employer shall conclude a labor contract with the non-staff personnel in accordance with the law. When the labor contract is first signed, a probation period of one to three months can be set, and the probation period is included in the contract period. 3. Basic salary: The basic salary of non-staff personnel in each unit can be set according to the minimum wage standard for enterprise employees in Yishan City that year, including social insurance and provident fund payable by individuals.
4. Seniority wages: If the non-staff personnel hired for the first time pass the probation period and have one year of service (including the probation period), the seniority wages will be calculated from the second year (the thirteenth month). The salary standard for seniority is 20 yuan per year. The length of service of non-staff personnel already on the job is calculated based on the actual time the non-staff personnel were on duty at their current work unit. With the approval of the Party Committee of the bureau, for non-staff personnel transferred within the bureau, the seniority of service in the original unit can be counted.
5. Post wages (allowances): Each unit can formulate post salary standards based on the unit’s non-staff job responsibilities and settings. After preliminary review by the Bureau of Political Science and Engineering once a year, the Bureau of Political Science and Engineering will report to the Bureau. The party committee discusses and approves. If non-staff personnel obtain professional and technical grade certificates or professional and technical titles corresponding to or related to their positions and are employed by the unit, appropriate subsidies may be provided. No employment or subsidies will be allowed for professional titles unrelated to the position or major. Those who have obtained the title of senior engineer, registered construction engineer or equivalent registration certificate will be given a subsidy of 100 yuan/month; those who have obtained the certificate of engineer or senior technician will be given a subsidy of 50 yuan/month; those who have obtained the certificate of assistant engineer or technician will be given a subsidy of 30 yuan/month. A subsidy of RMB 20/month will be given to technicians, senior workers, and intermediate workers with certificates. The original certificate obtained should be handed over to the office of the unit for storage. The driver's salary can be determined according to the specific position, and in principle should refer to the driving kilometers subsidy.
6. Bonuses: Each unit can determine the total annual bonus salary for non-staff personnel of the unit based on the unit's funding situation or operating efficiency, as well as job responsibilities, and submit it to the bureau's accounting and finance department for preliminary review, and then to the bureau's party committee for approval. . Incentive wages can be paid monthly or annually according to the relevant assessment system of the unit.
7. Welfare: Each public institution may issue in-kind holiday benefits and lunch allowances to non-staff personnel based on the unit's funding situation and operating efficiency, but the payment must comply with the relevant regulations of the superior. Other related benefits of public institutions are determined by each unit. The welfare of enterprise non-staff personnel shall be implemented by the enterprise in accordance with relevant regulations.
8. Social insurance and personal provident fund for non-staff personnel: Employers shall pay social insurance for workers in accordance with relevant regulations and requirements of superiors. The required fees shall be borne by the unit and individuals in proportion to the provisions. Employers may pay individual provident funds for non-staff personnel based on the unit's economic benefits and funding status, and the required provident fund payment shall not be lower than the city's minimum provident fund payment standard.
9. Seasonal workers, piece-rate workers, canteen and janitor staff, and rehired personnel who have reached retirement age, etc.
