After consulting the People's Government of Shandong Province, I learned that the Opinions on Further Regulating the Recruitment Behavior of State-owned Enterprises issued by Shandong Province only applies to Shandong Province.

State-owned enterprises refer to organizations established in accordance with the law and engaged in production and business activities, all or mainly funded by the state and owned by state-owned enterprises.
