Notice of the Hebei Tangshan Seaport Economic Development Zone Management Committee on delineating areas where the use of high-emission non-road mobile machinery is prohibited in the Jingtang Port District of Tangshan Port

In order to further strengthen the prevention and control of mobile source pollution, Continuously improve the atmospheric environment, in accordance with the "Atmospheric Pollution Prevention and Control Law of the People's Republic of China", "Hebei Province Motor Vehicles and Non-road Mobile Machinery Emission Pollution Prevention Regulations", "Diesel Truck Pollution Control Action Plan", "Tangshan City Atmosphere According to the relevant requirements of "Several Provisions on Pollution Prevention and Control", after study by the Development Zone Management Committee, it was decided to designate Jingtang Port Area of ??Tangshan Port as an area where the use of high-emission non-road mobile machinery is prohibited. The relevant matters are hereby announced as follows:

1. Scope of the restricted area

Tangshan Port and Beijing is surrounded by Shugang Road - Gangxing Street - Haibin Road of Jingtang Port Shougang Ore Terminal Co., Ltd. Tanggang District area.

2. Scope of high-emission non-road mobile machinery

The high-emission non-road mobile machinery in this notice refers to construction machinery that does not meet the National III and above emission standards), such as Excavators, loaders, bulldozers, forklifts, diesel generator sets, etc.

3. Control measures in prohibited areas

The use of high-emission non-road mobile machinery is prohibited in prohibited areas, and construction machinery used in this area should meet emission standards.

Construction machinery in the prohibited area must use vehicle diesel that meets National VI standards.

Relevant management departments should urge machine owners or users to register their non-road mobile machinery with codes on the information management platform of the ecological environment department, and do a good job in publicity.

Non-road mobile machinery used in emergency rescue projects is not subject to the above-mentioned use area restrictions.

4. Non-road mobile machinery that violates the provisions of this notice will be punished by the ecological environment department in accordance with the relevant regulations on air pollution prevention and control.

5. This notice will come into effect on January 1, 2022.
