In order to strengthen the management of property management service charges in our city, according to the provisions of the Interim Measures of Jinan Municipality on Property Management Service Charges, combined with the actual situation of our city and referring to foreign experience, we hereby determine the charging standards of property management service levels in our city and related matters as follows:
1. The grade charging standard specified in this notice is applicable to the property management of urban and county (city) high-rise apartments, senior residences, villas, office buildings, comprehensive buildings, commercial buildings, hotels, industrial parks and other properties.
Two, residential property management public service level charges for (according to the indoor construction area
Level 1: 0. 50-0.00 per square building area per month; Level 2: 0. 40-0.00 yuan per square meter of construction area per month 80 yuan; Level 3: 0. 25-0.00 60 yuan per square meter of construction area per month; Grade IV: 35 yuan has a monthly construction area of 0. 15-0.03 per square meter.
Residential buildings equipped with elevators shall go through elevator procedures on a voluntary basis. 5 yuan for permanent residents and 0. 10 yuan for temporary visitors each time.
Third, public services include daily operation, repair and maintenance of public facilities and equipment, shared sanitation and cleaning (including corridor and basement sanitation), collection of domestic garbage, septic tanks and sewage pipes in public places, environmental greening, full security and shared lighting. In residential areas where property management is implemented, for every reduction of public service content, the charging standard will be reduced accordingly.
Four, commercial apartments, commercial residential areas (groups), villas, office buildings, complex buildings, shopping malls, hotels, industrial parks and other property management services charges, by the property management enterprises according to the requirements of owners, non-owners users and the general service content, service level and management fees provided, after the approval of the municipal price department in the quasi-charging standards. The owners' committee may, according to the service quality of property management and the satisfaction of the owners, make an upward adjustment on the basis of the quasi-charging standard, and determine it through consultation within the range of 10%.
Five, the assessment of residential district charge level, take the application of property management companies, the municipal price department in conjunction with the property management administrative departments in accordance with the "Jinan residential district property management service rating standards", to apply for assessment of the district according to the number of scores to determine the level, announced as follows.
Six, property management companies according to the rating, to the municipal price department to apply for fees, fill in the "Jinan City Property Management Service Fees Declaration Form" in duplicate, with the qualification certificate, business license and other relevant information, after the approval of the municipal price department, can charge.
Seven, confirmed by the civil affairs department to enjoy the minimum living guarantee of the family by no more than four charges.
Eight, residential office and commercial housing service charges can be higher than the residential charges in the same area, office space shall not exceed +000% of the house price, commercial space shall not exceed 200%.
Nine, there is a special parking lot in the property area, and the storage fee is charged according to the prescribed standards (the standard is attached). If there is no special parking space, car parking lines will be set up and parking fees will be charged without affecting the public order in the property area. The parking fee belongs to all owners, which is specially used to make up for the shortage of public service fees and shall not be used for other purposes.
Ten, car parking fee per week in 50 yuan, the property management company is not responsible for compensation for vehicle loss or damage.
Legal basis:
"Shandong Province Property Management Regulations" Article 68 Property service charges shall be subject to government-guided prices and market-regulated prices. The specific scope of the implementation of government-guided prices is determined by the pricing catalogue of Shandong Province.
Where the government-guided price is implemented, the competent price department shall, jointly with the competent property department, formulate the corresponding benchmark price and floating range according to the changes of residential property type, service content, service level and price index, and announce it to the public every year. The specific charging standard shall be agreed by the owner and the realty service enterprise in the realty service contract according to the benchmark price and floating range.
Where a realty service enterprise provides special services other than those stipulated in the realty service contract for the owners or users of the realty, the charging standard may be stipulated separately.
