It is understood that the insurance work of the Shanghai World Expo lasted for six years from the start to the gradual improvement of the insurance plan. In 2004, the Expo insurance work kicked off. In 2005, under the leadership of the China Insurance Regulatory Commission, the Shanghai World Expo Insurance Working Group was established, with the members of Shanghai World Expo Bureau, Shanghai Financial Office and Shanghai Insurance Regulatory Bureau. From 2005 to 2006, the Expo Insurance Working Group organized relevant government departments, universities and scientific research institutions to systematically study the legal basis, insurance liability, underwriting methods and market operation of Expo insurance in China.
In 2006, Shanghai World Expo Bureau hired two insurance brokers, Pudong Weilai and Huanya, as insurance consultants for the World Expo through open recruitment, and completed the definition of statutory insurance and the division of prescribed insurance. On July 3rd, 20061day, Shanghai World Expo began to solicit four specific insurance plans, and the four plans submitted by PICC P&C finally won. After extensive consultation and integrating the advantages of other plans, the China version of the Expo insurance plan was released.

In April, with the completion of the construction and exhibition of all pavilions in the Expo site, the two major compulsory insurance projects during the Expo operation period-property insurance, exhibit insurance and art insurance-ushered in a good start.
It is understood that up to now, the insured amount of the Shanghai World Expo has reached tens of billions of yuan. Among the 152 venues and facilities, the Expo Axis is the single building with the largest insurance coverage. Among all the pavilions, China Pavilion has the highest insurance coverage. The bronze chariots and horses exhibited in China Pavilion and the Riverside Scene at Qingming Festival have been underwritten. Other precious foreign exhibits are calculated according to the premium in the usual exhibitions. But Denmark's "Mermaid" is a special case. It was insured by Denmark in its own country in the name of the country, and there is no additional insurance in China.
"Underwriting is not the ultimate goal." Yanwu, president of PICC China Group, believes that while ensuring the safe operation of the Expo, it is more important to arrange a comprehensive insurance protection scheme, provide high-quality and efficient insurance services, show the image of China's insurance industry to the world, and enhance the service capacity of China's insurance industry.
According to Shen Juewen, in early April, the Expo insurance service team conducted desktop deduction, single exercise and comprehensive exercise on the Expo extension service plan, and in late April, it was included in the trial operation of the Expo for joint exercise. During the operation of 184 Expo, PICC P&C Insurance and * * * Insurance Expo Team will provide Expo site insurance services according to the service plan.

It is understood that according to the regulations of the Bureau of International Expositions and the convention of the World Expo, the insurance of the World Expo is divided into two categories: compulsory insurance and optional insurance, among which compulsory insurance is divided into statutory insurance and compulsory insurance, which is the insurance that all exhibitors must take out; "Self-selected insurance" refers to commercial insurance, and exhibitors can voluntarily take out insurance according to their own risk conditions.
"Unlike the insurance for the Beijing Olympic Games, the compulsory implementation of statutory insurance and compulsory insurance for the Shanghai World Expo has created a precedent for the implementation of compulsory insurance for large-scale government activities in China." Shen Juewen said that Shanghai World Expo insurance consists of three levels: statutory insurance, compulsory insurance and commercial insurance, which complement each other and form a "safety net" to protect risks during the operation of Shanghai World Expo.
Among them, the statutory insurance includes compulsory motor vehicle traffic accident liability insurance, industrial injury insurance, medical insurance and comprehensive insurance for foreign employees in Shanghai. According to the legal requirements of China, exhibitors must take out insurance. Except for compulsory motor vehicle traffic accident liability insurance, the other three products belong to the category of social insurance and are underwritten by social security fund; Compulsory liability insurance for motor vehicle traffic accidents is underwritten by commercial insurance companies.
The required insurance covers four products, including comprehensive liability insurance, construction and installation engineering insurance, property insurance, exhibits and art insurance. It is the minimum insurance requirement put forward by Shanghai World Expo Bureau for exhibitors or other exhibitors according to the regulations of Shanghai World Expo, and it is also the main component of Shanghai World Expo insurance. Among them, PICC P&C Insurance exclusively underwrites comprehensive liability insurance, and the other three designated types of insurance are led by the Expo Insurance Working Group to set up three * * * insurance institutions, which are the insurers of the corresponding types of insurance recommended by the Shanghai World Expo Bureau to exhibitors, suppliers and service providers. This move is a pioneering work of China's insurance industry, which not only changes the situation of disorderly insurance competition, but also opens up a channel for the entire insurance industry to serve the Shanghai World Expo.

Shen Juewen said that for the risks that statutory insurance and prescribed insurance cannot provide insurance protection, organizers or exhibitors can also voluntarily choose commercial insurance to supplement them according to their own understanding of risks and the recommended list of Shanghai World Expo Bureau. For example, personal accident risk, logistics risk, transportation risk, credit risk and various special risks of volunteers, security personnel, cast members and park visitors during the World Expo can be solved through commercial insurance.
It is understood that PICC P&C Insurance, as a global insurance partner of the Shanghai World Expo, exclusively underwrites commercial insurance within the scope of the Shanghai World Expo Bureau's own needs. At present, the commercial insurance recommended by Shanghai World Expo Bureau includes 40 products, including 20 PICC P&C insurance, 8 Ping An insurance, 5 Taibao insurance, Huatai insurance 1, China life insurance 1, 2 Tokyo marine insurance, Samsung fire insurance 1 and 2 credit insurance.
