1. The construction enterprise has obtained the industrial and commercial business license;

2. The construction enterprise shall submit a written application for qualification to the county-level construction administrative department in the name of a legal person, and report it to the Municipal Housing and Urban-Rural Development Bureau (except for labor service enterprises) with the consent of the county-level construction administrative department;

3. The Municipal Housing and Urban-Rural Development Bureau shall review the enterprises applying for qualification and issue the approval documents after meeting the requirements;

4. The construction department shall review the qualification application materials, publicize the qualifications within the scope of municipal examination and approval, and report the qualification application materials to the Provincial Construction Management Bureau for the qualifications within the scope of provincial examination and approval;

5. After the qualification publicity within the scope of provincial and municipal examination and approval is completed, it will be approved without objection and reported to the Provincial Construction Management Bureau for the record; After the qualification is approved, the enterprise shall go through the registration formalities of the construction engineer at the Engineering Department of the Municipal Housing and Construction Bureau, and then receive the qualification certificate after receiving the certificate of registered construction engineer.
