Measures for the administration of basic surveying and mapping in Ningxia Hui Autonomous Region

Article 1 In order to strengthen the management of basic surveying and mapping activities and meet the needs of national economic and social development for basic geographic information, these Measures are formulated in accordance with the Surveying and Mapping Law of People's Republic of China (PRC) and the actual situation of this autonomous region. Article 2 The term "basic surveying and mapping" as mentioned in these Measures refers to the surveying and mapping activities organized and implemented by the competent surveying and mapping department with financial funds to establish geodetic control network, survey basic scale topographic map and establish basic geographic information system. Third basic surveying and mapping activities within the administrative area of this autonomous region must abide by these measures. Article 4 Basic surveying and mapping is a basic and public welfare undertaking. The people's governments at or above the county level shall strengthen their leadership over the basic surveying and mapping work and incorporate the basic surveying and mapping work into the national economic and social development plan. Fifth people's governments at or above the county level shall be in charge of basic surveying and mapping work within their respective administrative areas.

Basic surveying and mapping implements hierarchical management. Article 6 The competent department of surveying and mapping of the people's government of the autonomous region (hereinafter referred to as the competent department of surveying and mapping of the autonomous region) shall put forward an annual plan according to the basic surveying and mapping plan, which shall be incorporated into the annual national economic and social development plan of the autonomous region after comprehensive balance by the development planning department of the autonomous region.

The competent department of surveying and mapping of the people's government of the city or county (District) (hereinafter referred to as the competent department of surveying and mapping of the city or county (District)) shall, according to the actual needs of national economic and social development in the region, prepare the basic surveying and mapping plan and annual plan, and organize the implementation after being approved by the people's government at the same level.

City, county (District) basic surveying and mapping planning and annual plan shall be reported to the administrative department of Surveying and mapping of the autonomous region for the record. Seventh financial departments at or above the county level shall arrange funds according to the annual plan of basic surveying and mapping in this area to ensure the implementation of basic surveying and mapping.

The management and use of basic surveying and mapping funds shall be implemented in accordance with the Measures for the Administration of Basic Surveying and Mapping Funds issued by the Ministry of Finance. Article 8 The following basic surveying and mapping projects shall be organized and implemented by the competent department of surveying and mapping of the autonomous region:

(a) the layout of a unified plane control network, elevation control network and spatial positioning network;

(2) Surveying the topographic map with the basic scale of 1: 10000;

(3) Establish a topographic map database with the scale of 1: 10000;

(4) Establishing the basic geographic information system of the autonomous region;

(five) regularly or timely update the basic geographic information;

(six) preliminary surveying and mapping of key construction projects in the autonomous region;

(seven) aviation, aerospace and remote sensing mapping for social services;

(eight) other basic surveying and mapping projects that should be organized and implemented by the competent department of Surveying and mapping in the autonomous region. Article 9 The following basic surveying and mapping projects shall be organized and implemented by the competent departments of surveying and mapping of cities and counties (districts):

(1) Layout of plane control network, elevation control network and spatial positioning network;

(2) Surveying topographic maps with basic scales of 1: 2000, 1: 1000 and 1: 500;

(three) the establishment of the administrative region of the basic geographic information system. Tenth basic geographic information shall be updated in accordance with the following provisions:

(a) the plane control network, elevation control network and spatial positioning network organized by the administrative department of Surveying and mapping in the autonomous region shall be re-measured and transformed within ten years;

(2) The basic scale topographic maps of mountainous areas and Sichuan areas with the scale of 1: 10000 organized by the administrative department of surveying and mapping of the autonomous region shall be updated within ten years and five years respectively;

(three) the plane control network, elevation control network and spatial positioning network laid by the competent department of surveying and mapping in the city and county (district) shall be re-measured and converted within five years;

(four) the basic scale topographic map compiled by the administrative department of Surveying and mapping of the city and county (District) shall be updated within four years. Eleventh departments in charge of surveying and mapping work should make full use of satellite positioning system, remote sensing, geographic information system and other advanced technical means to achieve rapid acquisition and update of basic geographic information, intelligent processing, networked production management and publishing services. Twelfth basic surveying and mapping projects to determine the contractor, in accordance with the principles of openness, fairness and impartiality.

Basic surveying and mapping projects must be subject to tender in accordance with the relevant provisions of the state, and the competent department of surveying and mapping shall organize the tender in accordance with the "Bidding Law of People's Republic of China (PRC)" and the relevant provisions of this autonomous region. Thirteenth units undertaking basic surveying and mapping projects shall have corresponding surveying and mapping qualification grades and hold surveying and mapping qualification certificates issued by the competent departments of surveying and mapping work at or above the provincial level.

Units undertaking basic surveying and mapping projects shall not subcontract the contracted projects. Fourteenth basic surveying and mapping projects must adopt a unified national surveying and mapping benchmark and implement the national technical standards for surveying and mapping. Fifteenth basic surveying and mapping results acceptance, organized by the administrative department of Surveying and mapping legal surveying and mapping quality supervision and inspection institutions.

Basic surveying and mapping results without acceptance or unqualified acceptance shall not be provided to others. Article 16 The undertaking unit of a basic surveying and mapping project shall, within 10 days from the date of acceptance of the surveying and mapping results, submit the complete surveying and mapping results to the department that organizes and implements the surveying and mapping work of the project. Seventeenth basic surveying and mapping results used in the decision-making of state organs and social welfare undertakings shall be provided free of charge.

Outside the provisions of the preceding paragraph, the system of paid use shall be implemented according to law; However, the government, its relevant departments and the army can use it free of charge for the needs of public interests such as disaster prevention and mitigation and national defense construction.
