What is going on when the army recruits non-active public servants?

The scope of recruitment is civil servants (similar to handymen), cooks, drivers, etc. in non-combat positions in the army;

The targets of recruitment are local personnel and retired soldiers;

The conditions for recruitment are high school education or above, working in the major for more than two years, and veterans with "certificate of independent career choice";

The salary is based on recruitment, without military status, and the salary is roughly the same as that of active soldiers.
