1. Enrollment principles

(1) Balanced development and enrollment in accordance with the law. Adhere to the balanced development of compulsory education and run every school well. Standardize enrollment and school-running practices to ensure that school-age children enter school on time, and effectively protect the legitimate rights and interests of children with disabilities and students from financially disadvantaged families to receive equal education. In the compulsory education stage, public school enrollment adheres to the principle of “divided enrollment and nearby admission without examination”.

(2) Unified management, with schools as the mainstay. The Education Management Center supervises, coordinates and guides the enrollment work in the district to ensure that the enrollment work is carried out in an orderly manner; each school implements the enrollment policy specifically and organizes the enrollment work of its own school in accordance with the requirements of the superiors.

(3) Standardize order and recruit students under sunshine. Each school must establish an admissions and admissions publicity system, a notification system, an integrity system, and a social supervision system. It must publish admissions and admissions information to the public through various forms, and provide consultation, services, and guidance to parents, students, and society through various channels. Strengthen communication and understanding between education departments, primary and secondary schools, families, and society to ensure that enrollment in compulsory education is carried out in a standardized and orderly manner.

Enrollment requirements for the first grade of junior high school: fresh primary school graduates (including primary school graduates with local household registration, migrant workers, introduced high-level talents, children of active military personnel stationed in Liaocheng, etc. fresh primary school graduates with household registration in non-development zones) ) With your household registration book and relevant certification materials, you can apply for admission to a public junior high school that meets the admission requirements.

Permanent residents need to register with their household registration book and the student’s vaccination certificate. If vaccination is not carried out according to the planned immunization procedures, parents will take the students to the township or (office) hospital for vaccination.

Children of migrant workers who wish to enroll in public schools within the jurisdiction of their place of residence must also provide the following supporting materials: First, the guardian’s industrial and commercial business license (including tax certificate) or formal labor contract certificate (including Labor insurance certificate); secondly, the guardian’s property rights certificate in the jurisdiction of the place of residence or the residence permit issued by the public security department for a period of more than one year and the household registration booklet where the household registration is located. Students who are transitioning from primary school to junior high school must also bring the above two certificates to the Basic Education Section of the Education Bureau where the primary school student registration is located to issue a student status certificate. If the school does not meet the above conditions and accepts the students on its own, the Education Management Center will not register the students.

6. Relevant requirements

(1) Strengthen leadership. Compulsory education enrollment involves thousands of households, is highly policy-oriented, and is a hot topic of social concern. (4) Strictly control class quotas and effectively curb the phenomenon of school choice among students in compulsory education. Each school should reasonably determine the class size and number of classes in the compulsory education stage based on its own actual conditions. In principle, there should be no more than 45 students per class in primary schools and no more than 50 students in middle schools. It is not allowed to hold fast and slow classes in the name of conducting experimental research or running special classes.

The enrollment status of all primary and secondary schools in the development zone is managed by the Education Management Center.
