According to the new media of Viewpoint Real Estate, there are seven chapters and forty-eight articles in the Measures, which are general rules, land secondary market construction, assignment of construction land use right, lease of construction land use right, mortgage of construction land use right, supervision and management of trading market and supplementary rules.

According to the principle of integrated construction of "transaction registration", the Measures stipulate that the trading market includes offline market and online market, and consists of the secondary market trading hall and secondary market trading system of state-owned construction land use rights.

At present, Changsha's land secondary market trading platform "I have land and I want it" has been put into operation. Changsha Natural Resources Trading Center is responsible for the development, operation and management of the city's online trading platform and information sharing service system; The land trading institutions established by the natural resources and planning departments of counties (cities) use the unified land secondary market trading platform system of the whole city to realize information exchange and sharing.

In order to further activate the land market elements and revitalize the existing stock of land, the Measures explore the implementation of the advance notice registration transfer system: the transfer of the right to use construction land obtained by listing, bidding and auction is clear, and for those who have not completed the development of 25% of the total investment, according to the principle of "investment first and then transfer", both parties are allowed to sign a contract for the transfer of the right to use construction land, and go through the advance notice registration according to law, and then go through the real estate transfer registration formalities when the development investment meets the transfer conditions.

The right holder of advance notice registration may apply to the departments of development and reform, natural resources planning, housing and urban and rural construction, ecological environment and other departments for the relevant construction procedures of construction projects with the necessary materials such as the advance notice registration certificate of real estate. After the advance notice registration, the creditor's rights are extinguished or the application for registration is not made within 3 months from the date when the real estate registration can be carried out, the advance notice registration is invalid and shall be handled in accordance with the provisions of relevant laws, regulations and contracts.

The "Measures" also carried out institutional innovations such as the annual declaration of the rental income of allocated land.
