Why is Yinan called Yinan?

Yinan is called Yinan because it is in the south of Yishui County. South Yimeng County was established in 1939, and changed its name to yinan county in 1940. Yishui County was changed from Dong 'an County to Yishui County in the 16th year of Huang Kai in Sui Dynasty (AD 596), which was named after yi river flowing through the territory.
