Chapter III Regulations on Recruitment of Talents in Jilin Talent Market

Article 16 An employer must meet the following conditions when recruiting talents through a talent agency:

(a) the approval document or business license for the establishment of the unit;

(2) The number, positions, conditions and treatment of the talents to be recruited;

(three) units outside the province to recruit talents in our province, it shall also submit the approval documents of the personnel administrative department of the people's government at or above the county level where the unit is located.

Article 17 Where an employer entrusts a talent agency to recruit talents, it shall sign a contract with the talent agency.

Eighteenth employers through the news media and other media to publish recruitment notices, must be examined and approved by the personnel administrative department of the people's government at or above the county level.

Without examination and approval, news organizations and other media may not publish or broadcast recruitment notices.

Article 19 The personnel administrative department of the people's government shall, within 3 working days from the date of receiving the application for posting the recruitment notice. If it meets the requirements, it shall be approved; If it does not meet the requirements, it shall notify the applicant in writing.

Twentieth employers and job seekers to establish labor relations, should sign a written contract on the basis of equality and voluntariness.

Twenty-first employers must abide by the following provisions when recruiting talents:

(a) shall not be used to provide false talent information and make false promises and other improper means to recruit talents;

(2) No fees shall be charged to the applicant in any name;

(three) shall not seek illegal interests by other means;

(four) shall not be discriminated against because of nationality, gender and religious beliefs.

Twenty-second talent intermediary organizations to hold talent exchange meetings (including talent recruitment fairs, talent exchange fairs, talent competitions) must have a complete organizational plan and safety measures, and approved by the personnel administrative department of the people's government that issued the talent intermediary license.

Article 23 The personnel administrative department of the people's government shall complete the application within 10 working days from the date of receiving the application for holding the talent exchange meeting. If it meets the requirements, it shall be approved; If it does not meet the requirements, it shall notify the applicant in writing.
