Article 2 The management of civilian personnel shall meet the requirements of the Party's talent management, people-oriented and management according to law. Article 3 Party committees at all levels shall exercise unified leadership over the management of civilian personnel, guide and urge their subordinate organs and departments [2] to earnestly perform their management duties and study and solve relevant problems in a timely manner. Article 4 Command organs, political organs, logistics (joint logistics) organs and equipment organs at all levels shall perform civilian personnel management duties in accordance with the following provisions: (1) Command organs are mainly responsible for the establishment, training, management and safety management of civilian personnel; (2) Political organs are mainly responsible for the recruitment, training, assessment, ideological and political education, party (league) organization, rewards and punishments, children's nursery, pensions, archives and related family planning work of civilian personnel; (3) Logistics (joint logistics) organs are mainly responsible for salaries, clothing, housing, medical care, social insurance, welfare and related family planning work of civilian personnel; (4) The Equipment Management Bureau is mainly responsible for ensuring the relevant equipment and materials for civilian personnel to perform their duties and training. If there is no command organ, political organ, logistics (joint logistics) organ or equipment organ, the organ or department that performs the corresponding functions shall be responsible for the relevant work of civilian personnel management in accordance with the provisions of the preceding paragraph.

Chapter II Post Grades Article 5 The post grades of civilian personnel are set according to the following provisions with reference to the post setting methods of state institutions: (1) Professional and technical posts: they are divided into senior, intermediate and junior posts, and from high to low, they are divided into one to thirteen grades, among which, the first to fourth grades are full-time senior professional and technical posts, the fifth to seventh grades are deputy senior professional and technical posts, the eighth to tenth grades are intermediate professional and technical posts, and the eleventh to thirteenth grades are junior professional and technical posts. Article 6 The structural proportion of the professional and technical posts of civilian personnel shall be the structural proportion of the corresponding professional and technical post series of the officers (civilian cadres) in active service in their units. Article 12 The minimum working years for a civilian to be promoted to a post at the corresponding level shall be implemented in accordance with the following provisions: (1) Professional and technical posts: Grade 13 posts, with a bachelor's degree of one year and a junior college degree of two years; Twelve positions for a period of three years; Ten, nine, seven, six, four and three positions are four years respectively; (2) Non-professional technical posts: the post of level 10 staff is one year; The positions of grade nine staff, grade eight staff and grade seven staff are three years respectively; The positions of six-level staff, five-level staff, four-level staff, three-level staff and two-level staff are four years respectively. Article 15 The recruitment of civilian personnel shall be organized and implemented by units at or above the regimental level equipped with civilian personnel (hereinafter referred to as employing units). Colleges (campuses), departments, departments, institutes and other subordinate units of teaching, scientific research, engineering, medical and health units, and subordinate departments of organs at all levels shall not organize the recruitment of civilian personnel. Article 16 The employing unit shall, according to the vacancy situation of its own civilian personnel, put forward the recruitment demand of its own civilian personnel for the next year before the end of September each year, and report it to the cadre departments of political organs of military units step by step through the civilian personnel management information system of the whole army. The cadre department of the political organ of a military unit shall conduct a summary review of the recruitment demand of civilian personnel reported by the employing unit, draw up the recruitment plan of civilian personnel for the next year, and report it to the cadre department of the General Political Department after the approval of the political organ of the unit. The cadre department of the General Political Department conducts a summary review of the recruitment plan for civilian personnel reported by military units, and draws up the recruitment plan for civilian personnel of the whole army for the next year, which will be issued after being approved by the General Political Department. Article 17 The cadre department of the General Political Department shall, after the annual recruitment plan for civilian personnel of the whole army is issued, announce the recruitment information of civilian personnel except classified positions to the public through the China People's Liberation Army Professional and Technical Personnel Network (hereinafter referred to as the Military Personnel Network). Eighteenth candidates should be based on the recruitment information of civilian personnel published by the cadre department of the General Political Department, and register through the military talent network; When registering, you should truthfully fill in personal basic information, job position, academic degree, professional qualification, work experience and other information as required. The cadre department of the General Political Department conducts a preliminary examination of the information provided by the candidates through the military talent network to confirm whether it meets the recruitment conditions, and informs the candidates through the military talent network. The employing unit shall notify the candidates who have been confirmed to participate in the medical examination of the relevant matters. Article 21 The physical examination of candidates shall be organized by the employing unit and conducted in military medical institutions designated by the army. Physical examination standards and procedures shall be implemented in accordance with the relevant provisions of the military for receiving physical examinations of graduates from ordinary colleges and universities. The examination expenses of candidates shall be borne by the employer. Twenty-second candidates who have passed the medical examination shall be interviewed by the employer. The employing unit shall set up an interview evaluation team composed of five or more experts in related disciplines and professional fields, assess the business knowledge and professional skills of the candidates by means of defense and practical operation, determine the interview results of the candidates by secret ballot, and report the interview results to the cadre department of the General Political Department step by step. The cadre department of the General Political Department provides interview results inquiry service for candidates participating in the interview through the military talent network. Article 23 The employing unit shall determine the pre-selected candidates according to the proportion of planned recruitment 1.20% and the total scores of candidates in examinations and interviews from high to low, and report the list of pre-selected candidates to the cadre department of the General Political Department step by step for the record. Article 24 The employing unit shall organize a political assessment and comprehensive investigation of the pre-selected candidates. If the pre-selected candidates are graduates of ordinary colleges and universities, their political assessment shall be conducted with reference to the conditions and procedures for the army to receive political assessment of graduates of ordinary colleges and universities; The political assessment of other pre-selected candidates shall be conducted with reference to the conditions and procedures for political assessment of conscription. According to the political assessment and comprehensive investigation of the pre-selected candidates, the employing unit will determine the candidates according to the planned number of recruits after comprehensive calculation, and report the list of candidates to the cadre department of the General Political Department for the record. Article 25 The employing unit shall publicize the name, gender, admission ticket number and the position to be employed of the applicant through appropriate means, and publicize the telephone number and e-mail address of the supervisor for seven working days. The employer shall promptly verify and make a conclusion on the problems reflected by the candidates during the publicity period. Twenty-seventh the employing unit shall sign a civilian employment contract with the approved candidate before the end of July of that year, and the starting date of the contract period shall be determined as August 1 day of that year; This contract is made in triplicate, one for the civilian, one for the political organ of the employing unit and one for the political organ of the approving unit. Article 28 The employing unit shall stipulate the probation period in the employment contract with the civilian staff employed for the first time. If the employment contract is less than three years, the probation period shall not exceed two months. If the term of the employment contract is more than three years, the probation period shall not exceed six months. During the probation period, the cadre department of the General Political Department will review the identity, academic qualifications and professional qualifications of the civilian staff who are employed for the first time, and inform the employer of the review results. The employing unit shall terminate the employment contract with the civilian personnel who have not passed the evaluation. After the probation period of civil servants expires, the employer shall evaluate the probation period. The employing unit shall terminate the employment contract for the civilian personnel who do not meet the requirements of the employment position after examination. For the civilian personnel who pass the probation period and meet the requirements of the employment position after examination, the cadre department of the General Political Department shall uniformly handle the approval letter for the employment of civilian personnel. The approval letter shall be deposited by the employing unit in the employment file of civilian personnel. Article 29 Civilian personnel in confidential positions shall be employed from civilian personnel in the same or similar professions. Specific measures shall be formulated by the General Political Department.
