1. According to the overall planning and annual plan of the National Bureau, study and prepare the medium-and long-term development plan of the Bureau (company) system, and be responsible for formulating the annual cigarette sales and tobacco purchase plan of the whole system;

2. Be responsible for organizing, formulating and implementing the system-wide economic operation control scheme, and comprehensively analyzing, forecasting and monitoring the economic operation activities;

3. Take the lead in organizing the basic management of the bureau (company) system, be responsible for the construction and operation audit of the ISO9 quality management system, and be responsible for the formulation and assessment of various economic indicators of the bureau (company) system;

4. Be responsible for the examination, approval and centralized management of fixed assets investment and infrastructure projects in the whole system, and specifically undertake the work of the Investment Management Committee Office;

5. Be responsible for the price management of tobacco monopoly products according to law, and collect, sort out, analyze and publish the price information of tobacco monopoly products;

6. Be responsible for the material procurement management of the bureau (company) system, and undertake the bidding related matters of the provincial bureau (company) organs;

7. Be responsible for the comprehensive statistics of the bureau (company) system and report the relevant data of the production and operation decision-making system of the National Bureau;

8. Complete other tasks assigned by the leaders of the provincial bureau (company).
