First, the basic situation of investigation and study

This study visited Hangzhou, Shaoxing, Zhuji, Yiwu and Wenzhou in Zhejiang. After receiving the notice to participate in the inspection, I focused on Wenzhou. In some materials, I have seen that the reform and opening-up policy has formed "three modes" that affect the development of China, namely "Wenzhou mode", "Shenzhen mode" and "Southern Jiangsu mode". So I was lucky enough to participate in the investigation team led by the main leaders of the municipal party Committee. When we arrive at the birthplace of Wenzhou mode, one of the three modes, we should spend more energy on some in-depth study and understanding. On the way from Hangzhou to Wenzhou, I listened to the introduction of the local Party committee or government, and visited Wahaha Group in Hangzhou, Paojiang Industrial Zone in Shaoxing, Huancheng River Renovation, Xilinmen Group, Zhuji's clothing industry, hardware industry, Datang socks industry, China Pearl Town, Yiwu's big market, Wenzhou's Zheng Tai Group, Liu's electrical appliances, Yongzhong valves, urban clothing, lighters, shoe leather and other production bases and markets. Walking, listening, watching and thinking all the way, Wenzhou is the most inspiring. According to reports, more than 20 years ago, Wenzhou's "three less and one difference" was outstanding: First, the state invested less; Second, the per capita arable land is less (0.4 mu); Third, there are few resources, poor traffic conditions, and the development of coastal areas is also lagging behind. Today, more than 20 years later, Wenzhou has developed and risen, creating the Wenzhou model and becoming one of the leading models of national development. So, what makes Wenzhou develop so fast? Relying on the spirit advocated by Wenzhou people, that is, "independent reform, self-risk, self-development and self-improvement"; Relying on Wenzhou spirit, that is, the entrepreneurial spirit of starting from scratch and struggling hard, does not mean relying on one's own independent spirit, pioneering spirit of traveling around the world and at home, and creative spirit of letting go of innovation and being good at innovation.

Second, the main gains of study tour

This study focuses on Wenzhou, seeking answers with three main questions: first, the characteristics of Wenzhou economy; Second, what is the main inspiration of learning; Third, we should learn the basic spirit of Wenzhou model.

(A) the main characteristics of Wenzhou regional economy

Through learning and understanding, I know Wenzhou's economy in this way: the subjects of economic development, such as investment subjects, business subjects, production subjects and risk-taking subjects, are thousands of households, not just a few people; In terms of product sales methods, we have built markets abroad and at home, and set up thousands of Wenzhou City, Wenzhou Street, Wenzhou Store and Wenzhou Counter for sales throughout the country. In the way of economic development, we don't just stay at home to run enterprises and do business, but travel around the world and do business all over the country and even around the world; In the way of distribution of productive forces, productive forces are not scattered in ravines, but concentrated in established towns, combining economic construction with urban development and so on. Its characteristics are mainly manifested in:

First, Wenzhou's regional economy is an economy with private enterprises as its main growth point. In order to support their families, Wenzhou people with traditional mobility and business sense began to go out in groups of three or five. In the middle and late 1970s,100000 supply and marketing troops strode to the whole country. 1982, the "Eight Kings" of local private enterprises were jailed, and the development of private enterprises suffered setbacks; 1984, the Eight Heavenly Kings were rehabilitated, and Wenzhou ushered in the development spring of private enterprises. Private economy is playing an increasingly important role in Wenzhou, becoming the pillar of Wenzhou's national economy, the most dynamic part of economic development, the forerunner of expanding the market and the main carrier of social employment.

Second, Wenzhou's regional economy is based on market mechanism. Over the years, Wenzhou has adhered to market-oriented reform, and formed its own characteristics and advantages in the process of developing market economy, such as the integrity of market system, the characteristics of market competition, the dynamics of market development, the aggregation of market scale benefits, and the permeability of market mechanism. In particular, the commodity market "changes in development and develops in change". In the past, enterprises mainly relied on professional markets to promote products, and turned to both professional markets and corporate direct sales; From the past tangible market to both tangible and intangible markets; From the past domestic sales to domestic sales and export at the same time. The 2 million Wenzhou people who have traveled all over the country are spreading the consciousness and skills of commodity economy and market economy while making money. While relying on hard work to get rich, they influenced and promoted more local people to get rich through hard work, which not only promoted workers in plain towns to develop secondary and tertiary industries, but also indirectly promoted the step-by-step transfer of local rural labor in Wenzhou. I realized that farming in the plains is hard to work, and farming in the mountains and plains is hard.

Thirdly, Wenzhou regional economy is a typical regional scale economy. Wenzhou economy is market-oriented, connecting scattered small and medium-sized enterprises through socialized division of labor and specialization and cooperation, and forming a massive economy. Clothing, lighters, shoe leather and so on have formed a considerable production and sales base. Regional scale enterprise group, regional scale production base, regional scale brand effect and regional scale market system have produced regional scale effect, which makes Wenzhou private enterprises not only have "small" vitality, but also form "big" strength, strong market adaptability and strong competitiveness.

Fourthly, Wenzhou regional economy is a people-oriented economy. Wenzhou's success, first, depends on the party's line and the policy of reform and opening up; The second is that Wenzhou people want to change when they are poor; Third, Wenzhou has a unique cultural heritage. This kind of cultural inheritance arose in the Northern Song Dynasty and was formed in Yongjia School in the Southern Song Dynasty. Yang, its representative, put forward the theory of meritorious service and advocated benefiting industry and trade. This cultural heritage has influenced Wenzhou people from generation to generation. Today, with the development of market economy, the materialization of Wenzhou people shows that everyone wants to be a boss, forming the spirit of being the first and especially being able to start a business. It is precisely because of this spirit that Wenzhou people from thousands of families in Qian Qian have traveled all over Qian Shan, said a thousand words, tried every means, and finally made millions through hardships. Therefore, I want to do business in Wenzhou, not others want me to do it, so I take the initiative. It has an inherent impulse, that is, Wenzhou enterprises have established an internal dynamic mechanism.

(C) the main inspiration of study tour

One of the inspirations: The value of "Wenzhou Model" is that Wenzhou people have a strong desire to get rich and entrepreneurial spirit. People are not satisfied with the status quo, stick to the rules and live in poverty. In order to pursue wealth and a richer life, people are very hardworking, good at learning, willing to endure hardships, daring to take risks, and enterprising, and can take root and survive and develop wherever they go. But in our place, we have never been or rarely been baptized by market economy in history, and the agricultural culture is deeply rooted, and the order of planned economy has become an insurmountable stereotype. Chinese and Wenzhou people are very different in concept, behavior and attitude towards life, or even completely opposite. Wenzhou people traveled thousands of miles there to develop galleries, run clothing stores and even set up shoe repair stalls, where they found opportunities to make money, but the local people turned a blind eye to the immediate opportunities, or although they saw them, they were dismissive, unwilling to do it, or unable to do it without learning. To learn Wenzhou, we must first learn and cultivate the culture of market economy and learn the entrepreneurial spirit of Wenzhou people.

Enlightenment 2: From Wenzhou's experience, the most important thing to develop private economy is to create a suitable relaxed environment for the development of private economy, so that people can start businesses, overcome difficulties and take risks. Only in this way can we cultivate market economy culture. You know, at the beginning of Wenzhou's development of private economy, there was great pressure from all sides and some things that were unfavorable to the development of private economy were done. For example, the "Eight Heavenly Kings" who started their business first were put in prison, and cadres were sent to Wenzhou in batches to "put out the fire" and so on. At that time, under extremely difficult conditions, the government could not give preferential policies to the private economy, but the government's support and protection created the necessary environment for the development of the private economy, and the fire of the private economy grew stronger and stronger. In our place, although the decision-making level has made great efforts to develop the private economy, the departments or cadres at a certain level are too much in charge and will not let go; Or set up cards step by step and intervene everywhere; Or treat the private economy as "Tang monk meat", and all departments have to "eat", which is one of them; Second, in the face of investment, call for open development, welcome you to invest, but don't take the initiative to attack, wait for the door. Later, I felt that people came to make money and were psychologically unbalanced. Therefore, you can be enthusiastic or not, and eating, taking and getting cards will follow. 1, Wenzhou people are indifferent to ideological disputes and keen on the pursuit of material interests, which is the endless driving force for the progress of human society. This power brings not only material prosperity, but also the progress of the whole modern civilization. Wenzhou people have the courage to admit their motivation to pursue material things, which is more important than their material achievements. As long as we respect, encourage and protect the broad masses' strong desire to get rich and indomitable entrepreneurial spirit, the masses will find their own way to get rich.

2. The basic spirit of Wenzhou people is that in order to get rich and start a business, we must constantly pursue, explore, advance and never be satisfied. Due to the influence of tradition, people in these places are often content with the status quo and are easily satisfied. When they live a better life, they will be "small rich and secure", don't want to work anymore, indulge in playing mahjong and eat out.

The basic spirit of Wenzhou people is that in order to get rich, people are extremely hardworking, dare to take risks, work hard, learn skills and be good at adapting to the environment. Even in extremely remote and hard places, Wenzhou people are struggling and starting businesses. But our places are different. Everyone wants a good life, but they want to be comfortable. They would even rather lose their jobs than do those "hard jobs". They would rather be poor in the local area than go out to look for opportunities for development.

4. The basic spirit of Wenzhou people lies in win-win and honesty. In doing business, Wenzhou people compete with each other and are more United and help each other. They don't want you to eat me and I will eat you, but hello, I am good, and * * * is born noble. Therefore, the ownership structure of Wenzhou is diversified, the business entities are diversified, and the market is diversified. The east is not bright and the west is bright. Therefore, the soul of Wenzhou is innovation, the core of commercial civilization is honesty, the characteristic of economic structure is elasticity, and the advantage of sustainable development is pluralism.

Third, around large power stations, promote the adjustment of industrial layout and realize the great development of county economy.

The opportunity for the construction of Xiluodu Power Station has come. How to achieve a win-win situation of service and development, and how to reasonably solve the interests of immigrants on the premise of supporting the construction of Xiluodu Power Station. To this end, we have focused on solving three problems: first, we must change our concepts and creatively do a good job in immigration; Second, intensify and accelerate the adjustment of industrial structure, increase farmers' income and make the industry stronger and bigger; The third is to strengthen urban construction and management, enlarge the capacity of big cities and make the urban environment beautiful. At present, we have mainly done the following work.

(1) Deepen understanding, change ideas and creatively do a good job in immigration.

Land requisition and demolition is the key and difficult point at present. Since the signing of the Menglian Agreement in April this year, large-scale and multi-batch immigrants have petitioned, marched, posted tabloids, abused cadres and besieged working groups working in the immigrant areas. We should act positively, give strong support and safeguard the interests that immigrants deserve. Fifth, in the formulation and implementation of policies, we should learn from Wenzhou's spirit of being brave and good at innovation. The existing standards were formulated more than ten years ago, and we should work creatively in combination with the actual situation. Whether the resettlement work can be carried out smoothly depends on whether the policy is reasonable, reasonable and scientific, and the people are most concerned about material interests. The immigrants in the construction area have made sacrifices for the power station construction, and the benefits they deserve cannot be redeemed, and they can neither move out nor be stable. The county party committee and the government are determined and confident to work creatively, please get the understanding and support from all sides.

(two) based on the advantages of resources, accelerate the pace of industrial restructuring.

With the acceleration of the preliminary work of Xiluodu Power Station, it has brought unprecedented opportunities to the development of Yongshan, and also brought severe challenges to Yongshan's "support and service".

According to the needs of Xiluodu Power Station construction and the current consumption level, consumption habits, health needs and consumption trends, combined with the advantages of resources, focusing on industrial groups with market, characteristics and good benefits, the industrial grade will be upgraded, and the industrial structure will be adjusted to scale, "bright spots" and "selling points" to make the industry stronger and bigger quickly and make features. In terms of mechanism, we should adhere to the strategy of policy-driven, leading enterprises and marketing households, project-driven, science and technology demonstration-driven, and specialized villages and households-driven, cultivate a number of large demonstration households and leading enterprises in planting and breeding, take the development road of market-led, base-driven, base-connected farmers, planting and breeding marketing integration, and promote the process of agricultural industrialization. Adhere to the principle of classified guidance and hierarchical development in areas along the Yangtze River, high schools and high mountains.

In order to meet the needs of supporting and serving the construction of Xiluodu Power Station, around the image goal of building a "mountain city, water and electricity, garden and lakeside tourist city", we should plan from a high starting point and build with high standards, vigorously implement the urbanization development strategy, adhere to the people-oriented principle, highlight the characteristics, increase the expansion and transformation of the county, strengthen the construction of municipal infrastructure, and constantly improve the urban functions.

First, in planning management, we should adhere to planning as the leading factor and carry out construction in strict accordance with the urban goals set by the planning. Chongqing Planning and Design Institute has been hired to complete the overall planning of county town 15 square kilometers and the detailed planning of 8 square kilometers. According to the plan, on the basis of the old town of the county, our county will accelerate the development of the northern part of the city, actively cooperate with the Three Gorges Company to build a power station to build a living area, and start to develop a new area in the south, which will be connected by Xiluodu Avenue, Zhenxing Avenue and People's Access Road, and strive to form a complete urban layout and system within 5 to 10 years.

In teaching management, they insist on three long-term management: grade leader, teaching and research leader and lesson preparation leader.
