The "special post plan for school teachers in rural compulsory education stage" (hereinafter referred to as the "special post plan") is jointly organized and implemented by the Provincial Department of Education, the Department of Human Resources and Social Security, the Department of Finance and the editorial office. In accordance with the "open recruitment, voluntary registration, merit-based selection, unified dispatch" approach, select outstanding college graduates to teach in rural compulsory education schools.

Party A shall report to the provincial departments of education, finance, human resources and social security, establishment and other departments for approval according to the local teachers' situation and the detailed rules for the implementation of the "Special Post Plan", and set up the post of "Special Post Plan" teachers.

Party B voluntarily applied for the post of "Special Post Program" teacher and passed the examination, selection and physical examination. Upon examination and confirmation by relevant provincial departments, Party A employs Party B as a teacher of "Special Post Program" for a period of 3 years.

In order to clarify the rights and obligations of both parties and ensure the smooth implementation of the "Special Post Plan", Party A and Party B signed the following agreement on related matters:

Article 1 Rights of Party A

1. The probation period of Party B is half a year. If the review fails, Party A has the right to unilaterally standstill agreement.

2. If Party B's violation of laws and policies during the service period causes adverse effects, or seriously violates this Agreement, or this Agreement cannot be fulfilled due to other circumstances, Party A has the right to terminate this Agreement.

Article 2 Obligations of Party A

1. Implement the national and provincial regulations on the treatment of teachers in the "special post plan" and provide Party B with necessary working and living conditions.

2. Give guidance and help to relevant matters before Party B reports for duty.

3. According to the requirements of the implementation of the "Special Post Plan", be responsible for the daily management and assessment of Party B during the employment period, and give corresponding guidance and help.

4. During the service period, be responsible for managing Party B's personnel files, registered permanent residence and party-mass relations.

5. If Party B's employment expires and passes the examination, he/she voluntarily continues to teach in the local area, and his/her post shall be implemented according to relevant policies and regulations.

Article 3 Rights of Party B

1. During the employment period, enjoy the salary standard of teachers uniformly stipulated by the state; Enjoy the local subsidies comprehensively determined by the local government according to the income level of public teachers with the same local conditions; At the same time, enjoy the corresponding social security benefits that are included in the local social security system according to regulations.

2. After the expiration of the service period, Party A shall be responsible for the post work of the special post teachers who have passed the examination and are willing to continue teaching in the local area, and bring their salary payment into the scope of local financial control to ensure that they enjoy the same treatment as local teachers, and enjoy various preferential policies stipulated in the Implementation Plan for Special Post Plan for School Teachers in Rural Compulsory Education in Henan Province in 2009.

Article 4 Obligations of Party B

1. Ensure that I voluntarily apply for the teaching post of "Special Post Plan for School Teachers in Rural Compulsory Education Stage" in Henan Province, and ensure the authenticity of the relevant information I fill in.

3. During the service period, I will consciously abide by the national laws and regulations, abide by the rules and regulations of the education authorities and teaching points in Shegang County, consciously accept the management and assessment of the education authorities and teaching points in Shegang County, pay attention to moral cultivation, abide by teachers' professional ethics, strengthen professional ability training, improve my work performance, adhere to honesty and self-discipline, love my job, do my duty, and strive to serve the grassroots rural education. 4. If you don't want to continue teaching in the local school after the service expires, make sure to make a good handover with the school.

Article 5 This Agreement is made in triplicate, one for each party and one for the municipal education administrative department, all of which have the same legal effect. This agreement shall come into force after being signed and sealed by both parties.
