How to complete data in mathematical modeling recruitment problems

This seems to be the numerical simulation question we just did (out of 101 players, No. 9 and other players did not score because the relevant experts were out). Our team thought about it for a day, and finally only used the mean instead. But the teacher said that this is only considered vertically, which is not good. The overall ability of the players must also be considered. You might as well do some clustering to see if this player can be grouped into the same category as those other players, and fill in the gaps with the average scores scored by expert A of these players
