Two, the term "toll road" as mentioned in these Regulations refers to the roads (including bridges and tunnels) that comply with the provisions of the Highway Law and these Regulations and are approved to collect vehicle tolls according to law.

Three, the people's governments at all levels should take active measures to support and promote the development of highway. Highway development should adhere to the principle of non-toll roads and moderately develop toll roads.

Four, where the government investment or social organizations and individuals donated the construction of roads, shall not charge tolls.

Five, any unit or individual shall not violate the provisions of the highway law and these regulations, and set up a station (card) on the highway to collect vehicle tolls.

Six, the illegal establishment of toll stations (cards) on the highway to collect vehicle tolls, any unit or individual has the right to refuse to pay.

Any unit or individual has the right to report the illegal setting of toll stations (cards) on highways, the illegal collection or use of vehicle tolls, the illegal transfer of rights and interests of toll roads or the illegal extension of the charging period to the departments of transportation, price and finance. The department that receives the report shall promptly investigate and deal with it according to the division of responsibilities; Without the right to investigate and deal with it, it shall be promptly transferred to the department with the right to investigate and deal with it. The accepting department must investigate and handle the case within 10 days from the date of receiving the report or transferring the materials.

Seven, the management of toll roads, approved according to law, have the right to collect tolls from vehicles passing through toll roads.

Military vehicles, vehicles of armed police forces, standard police cars with uniform signs used by public security organs to handle traffic accidents, perform normal patrol tasks and deal with emergencies on toll roads within their jurisdiction, and vehicles that have been approved by the transportation authorities of the State Council or the people's governments of provinces, autonomous regions and municipalities directly under the Central Government to perform rescue and relief tasks are exempt from vehicle tolls.

Cross-regional combine harvesters and transport combine harvesters (including rice transplanters) are exempt from vehicle tolls. Combine harvesters are not allowed to pass on the expressway.
