According to the report, the circular calls for further strengthening the tilt, rationally developing and utilizing energy resources in deep poverty-stricken areas, giving priority to major energy investment projects and funds in deep poverty-stricken areas, and promoting the transformation of resource advantages into economic development advantages as soon as possible. Energy development projects in deep poverty-stricken areas determined by various energy special plans will start construction and put into production as soon as possible.

According to the report, the project requires the promotion of major hydropower projects planned and constructed in "three districts and three states" (Tibet, four provinces, four southern Xinjiang and Tibetan areas, Linxia Prefecture in Gansu, Liangshan Prefecture in Sichuan and Nujiang Prefecture in Yunnan), and the improvement of the construction of delivery channels for hydropower bases in the west to ensure the development and consumption of hydropower in Tibet. Accelerate the construction of Tongwei wind power base in Gansu and Liangshan wind power base in Sichuan.
