Tianjin Municipal Government Procurement Center was established in April 1999, and it is a self-supporting institution.

Implement the relevant systems and regulations of government procurement, and carry out specific operations of government procurement projects; Accept the entrustment of government procurement management departments, administrative institutions and some enterprises to implement centralized procurement of goods, projects or services on their behalf; Organize government procurement activities in various ways such as bidding, negotiation and inquiry; Organize the bid evaluation of government procurement projects and determine the suppliers of procurement projects; Organize user units to sign contracts with suppliers, organize users, judges and supervision committees to jointly supervise the implementation of contracts, and pay a return visit to buyers and sellers; Coordinate the differences between the two parties during the execution of the contract; Establish and maintain the government procurement supplier information database and commodity information database.

There are 30 staff members in the center, all of whom have bachelor degree or above, covering professional and technical talents in the fields of law, accounting, Chinese, electrical automation, computer, information management, construction engineering and pharmacy. In order to strengthen the link constraints, the center has set up seven departments, namely, comprehensive department, information resources department, bidding department, bid evaluation department, drug purchasing department, contract execution department and internal audit department, according to the principle of "reasonable division of labor and favorable supervision", forming a closed-loop work of "mutual supervision, orderly cooperation, strong execution and efficient operation".
