First, fully tap human resources and increase the source of organizational work.

The management of cadre selection and education in party member is an important part of the work of the organization department. Even leading organs and party organizations at all levels are a collection of cadres and party member. Therefore, we insist on taking human resources as the first resource and source of motivation for organizational work. In work practice, we divide human resources into two categories: internal human resources and external human resources. Internal human resources mainly refer to the cadre team of the organization department itself, while external human resources mainly refer to the organizational work objects including party and government leading cadres, experts, party workers and the broad masses of party member people.

First, in the aspect of tapping internal human resources, it has changed the long-standing division of labor within the organization department, especially the operation mode of separating organizational construction from cadre work, and fully integrated and rationally utilized the limited human resources of the organization department. On the one hand, we insist on promoting the party's organizational construction through the supervision of cadre selection management, on the other hand, we also insist on consolidating the foundation of cadre work through the party's organizational construction, so that the two aspects can be organically combined and effectively connected to achieve "double promotion and coordinated development". For example, in cadre work, we should not only examine the administrative ability of the main leaders, but also their ability to grasp organizational construction; When carrying out large-scale cadre education and training, we should take the street and community full-time party workers as the object of education and training and incorporate them into the overall training plan; When grasping the work of talents, we should take the organization of cadres as an important training object for party and government talents. With correct guidance and effective incentives, it has effectively promoted the party's organizational construction. For another example, when grasping the construction of grass-roots organizations, the performance of leading bodies and party member cadres in the community is regarded as an important reference for them to participate in various activities of striving for Excellence; Take the community as an important position to inspect the performance of cadres beyond eight hours; In the inner-party democratic appraisal and striving for excellence, party member and party workers, who have excellent ideological and political quality and outstanding work performance and are recognized by the masses in party member, are recommended as reserve cadres, and they are trained in a planned way to accumulate and transport reserve forces for the construction of leading bodies and cadres. For example, in the selection and appointment of cadres, it is necessary to carefully select and absorb cadres with excellent political quality and rich leadership experience from the discipline inspection and supervision departments and personnel departments to form an inspection team or hire them as honest supervisors in cadre work, so as to extend the tentacles and expand the time and space for inspecting cadres. In practical work, we should stick to the overall situation, break the traditional mindset and work operation mode, closely focus on the central task of regional economic and social development and construction, innovate organizational work methods, expand organizational activities, effectively aggregate various organizational resources in the region, and effectively promote the completion of various organizational tasks.

First, strengthen unified leadership and overall coordination, and fully integrate the strength of party committees, government departments and units. A leading group for party building was set up, with the main leaders of the district party committee and government as the leader and deputy leader, and the party committee, relevant government departments and mass organizations as the member units. We adhere to the initiative to face the main battlefield of economic and social development, closely combine the actual needs of economic and social development and the vital interests of the people and clients, actively adapt, adjust and change the way of work, plan work measures and expand work areas. For example, in talent work, we should give full play to the role of various talent markets in the region through market-oriented means, and rely closely on talents from major universities and scientific research institutions in the city to provide consultation, demonstration and direct services for economic and social development. Third, make rational use of material resources and increase support for organizational work.
