1. Emergency department infrastructure and equipment construction

1. The required functional areas of the emergency department do not include EICU, emergency supplies storage room, treatment room, central monitoring station, etc. It is recommended that the Department of Traditional Chinese Medicine and Internal Medicine Clinic be vacated.

2. Emergency The EICU ward must be equipped with an invasive ventilator, 3 infusion pumps, micro-injection pumps (required ≥ 4 units/bed), portable monitors, and anti-decubitus mattresses (required 1 set/bed), which are recommended.

2. Emergency Department Staffing and Treatment

1. According to the staffing requirements of emergency stations and emergency department medical staff, ensure that the number of fixed emergency doctors and nurses in the emergency department is no less than that of on-the-job doctors and nurses. The number of nurses is 70, and the configuration of doctors and nurses in the EICU is relatively fixed. The number of doctors: the number of beds is ≥ 0.8: 1, and the number of nurses: the number of beds is ≥ 3: 1, ensuring the visiting group and the in-hospital observation group (emergency medical and surgical). At present, the staffing of the emergency department of our hospital is obviously insufficient. During the inspection and assessment, there is a single vote of veto. Moreover, during small shift hours, there are unsafe factors such as medical staff in the department being vacant during emergency visits, which cannot guarantee the safety of patients in the department. The continuity and effectiveness of diagnosis and treatment activities must be carried out. If there are emergency patients in the department and the medical requirements cannot be met, it is recommended to increase staffing. 2. According to the requirement, first aid station staff must hold certificates to work. Currently, there are still many unlicensed personnel in the emergency department of our hospital, which is an unsafe factor and can easily cause medical disputes. It is recommended to replace certified personnel to ensure The first-aid station (emergency department) of our hospital has a certified employment rate of 100, reducing medical risks.

3. 3. Continuously improve the service capabilities of emergency medical practitioners

1. Basic situation of pre-hospital first aid work in Dawu County

At present, the units that officially carry out pre-hospital first aid work in our county include: Dawu County People’s Hospital 120 Emergency Center, County Emergency Department of Traditional Chinese Medicine Hospital The pre-hospital first aid station of the Second Hospital of the Department and County. The relevant situation is now reported as follows.

(1) Construction of first aid work in the County People’s Hospital

The pre-hospital first aid work of the County People’s Hospital was launched in May 2002, and is co-managed by the “120” Emergency Department of Dawu County People’s Hospital , undertakes first aid tasks for more than 600,000 people in the county, and the emergency service diameter is more than 50 kilometers. On average, the hospital makes more than 2,000 trips a year, including more than 300 transfers to higher-level hospitals. The medical staff of the department are on duty 24 hours a day. Two ambulances are on standby in the hospital 24 hours a day, and a doctor and a nurse are on board to ensure that they can visit the hospital at any time. Starting from April 2017, 120 was officially independent from the Emergency Department of the People's Hospital and established the 120 Emergency Center, with 2 new vehicles and targeted recruitment of 5 doctors, 7 nurses, 5 drivers, and 1 stretcher bearer. Directly managed by the Education Department, it is responsible for the smooth flow of first aid from pre-hospital to in-hospital and organizing the rescue treatment of critical and severe patients. There are currently 4 vehicles, 3 of which are actually in operation every day, and 1 vehicle is in reserve. Three drivers and medical staff are on call 24 hours a day to ensure that they are available at any time. We provide free medical treatment to critically ill patients.

1. Staffing

The 120 Emergency Center is directly managed by the Medical Education Department. There are 19 general practitioners, 1 head nurse, and 13 medical staff: 5 of them are doctors. There are 8 people and nurses, 5 "120 drivers" and 1 stretcher bearer.

2. First aid equipment
