Article 3 Units and individuals engaged in the production, distribution and operation of glasses must strictly implement relevant national standards, professional standards and enterprise standards. The lenses produced and sold must be made of optical glass for spectacle lenses or glass that meets the requirements of spectacle lenses. The production and sale of lenses made of window glass and other inferior glass as raw materials is not allowed.

Lens production should strictly implement the production license system and comply with QB652-6-85 standards. Article 4 The system of "Optometry Work Certificate" and "Optometry Work License" and "Optometry Work License" must be implemented for units and individuals engaged in optical optometry, glasses dispensing and business operations. Units that have not obtained the "Optometry Work Certificate" or "Optometry Distribution Business License" or Individuals are not allowed to engage in optometry or optical dispensing business. Article 5 All units and individuals engaged in optometry and optical dispensing must, in accordance with the provisions of these Measures, apply to the Municipal Administration of Standards and Measures for a "Optometry Business License" and apply to the Municipal Health and Epidemic Prevention Station for a "Optometry Work Certificate" Only then can you apply to the industrial and commercial administration department for re-examination of industrial and commercial registration. Article 6 The "Optometry Work Certificate" or "Optometry Business License" is only valid for approved projects. If new projects are required, a separate license must be obtained. Article 7 The Municipal Administration of Standards and Metrology, in conjunction with the health and epidemic prevention department, is responsible for the assessment and issuance of relevant optical optometry workstations and optical dispensing business licenses in the city. Article 8 Applications for an optometry workstation should meet the following conditions:

1. Applicants are required to have a certain basic theory of ophthalmology, and understand the anatomy and physiology of the eyeball, refraction, basic theoretical optics and spectacle optics, as well as spectacle lenses and spectacle frames. expertise.

2. Those who are ophthalmic medical workers with secondary majors or above, and who have passed the examination or passed the training in optometry professional training courses recognized by the provincial and municipal standards bureaus and health bureaus and have practiced in optometry positions for more than half a year. Or those who have been engaged in optometry for more than five years and passed the examination.

3. Have necessary optometry equipment (such as retinoscope, optometry disc (lens box), pupillary distance meter or ruler) that has passed the inspection by the metrology department.

). Article 9 To apply for an optical dispensing business license, you must meet the following conditions:

1. Have a fixed workplace;

Article 10 Units and individuals applying for an optometry work permit or an optical dispensing business license shall submit an application form and relevant materials to the Municipal Administration of Standards and Metrology. Article 12: The industrial and commercial administration, standard metrology and health and epidemic prevention management departments are responsible for the supervision and management of the quality of glasses and optometry. If any of the following circumstances occurs, the licensing authority may revoke its license and business license.

2. The quality of optometry or glasses is of poor quality, and after rectification it still fails to meet the relevant technical standards or optometry requirements. ;

3. The production facilities, personnel technical status and testing conditions have changed and the original assessment conditions are no longer met. Article 13 Units and individuals that violate the relevant provisions of these Measures shall be punished by the industrial and commercial administration department, standard measurement department or health and epidemic prevention department in accordance with relevant national laws and regulations and the "Kunming Industrial Product Quality Supervision Regulations" and its implementation rules.
