The Qinghai Provincial Tourism Bureau announced in March this year that starting from 2012, Qinghai will invest more than 200 million yuan to improve the tourism infrastructure of the Nianbao Yuze Scenic Spot in Goluo Prefecture, which features plateau glacial lakes, and Integrate the Maduo Yellow River Source Scenic Area and Animaqing Snow Mountain to form the "Dannian Baoyuze" scenic spot with plateau characteristics. Goluo Prefecture officials have previously stated that they will "use the power of the whole state" to build the scenic spot into another important "world-class" plateau tourism brand on the Qinghai-Tibet Plateau after Lhasa, Shangri-La and Jiuzhaigou.

Goluo Airport is a domestic regional airport and a small airport in the civil aviation category. The aircraft types used are Airbus A319-115, Airbus A319-133, and Boeing 737-700 (26KB2) aircraft. The planned routes of this airport are mainly airports in Qinghai and airports around Qinghai. The planned routes are Goluo-Xining, Goluo-Lhasa, and Goluo-Chengdu.

The design target year of this project is 2020, with a passenger throughput of 80,000 people, a cargo and mail throughput of 200 tons, and an aircraft takeoff and landing volume of 890. The main construction content of this phase of the project is: a 3,800-meter × 45-meter runway and vertical link, a 3,000-square-meter terminal building, 4 Class C aircraft aprons, as well as air traffic control, fuel supply facilities and water supply , power supply, heating, communications, drainage, sewage and sewage treatment, production auxiliary facilities and other related supporting facilities. The total project investment after evaluation is 1.02537 billion yuan. The total investment in off-site supporting projects is 54.16 million yuan, including 40 million yuan for the approach road, 5 million yuan for power supply, 7.16 million yuan for water supply, and 2 million yuan for communications. The supporting construction is carried out by the local government and is completed simultaneously with the airport project.

The planned land for project construction is 3266.2 acres. The construction period is three years.
