Article 63 of the Labor Law of People's Republic of China (PRC) stipulates that the employing unit shall recruit laborers by itself, and shall not pay fees to the labor dispatch agencies or intermediary organizations. It is illegal for intermediaries to introduce state-owned enterprises to sign contracts directly with pay. If an intermediary agency is found to introduce a state-owned enterprise to sign a contract directly, the employer shall refuse to sign the contract and report the illegal acts of the relevant intermediary agency.
