A first-class builder is a professional qualification in the construction industry and a necessary condition for being a large-scale project manager. Construction engineer refers to the registered personnel engaged in key positions of general contracting and construction management of construction projects. Construction engineer is a compound talent who knows management, technology, economy, laws and regulations, and has a high comprehensive quality. He should not only have a theoretical level, but also have rich practical experience and strong organizational ability.

After being employed, a registered construction engineer can serve as the project manager of a construction project in the name of a construction engineer, and engage in the management of other construction activities, as well as other businesses as stipulated by laws, administrative regulations or the competent construction administrative department of the State Council. The duty of the constructor is to organize and manage the project comprehensively from preparation for commencement to completion acceptance according to the authorization of the legal representative of the enterprise.

Article 14 of the Building Law of People's Republic of China (PRC) stipulates: "Professional and technical personnel engaged in construction activities shall obtain corresponding professional qualification certificates according to law and engage in construction activities within the scope permitted by their professional qualification certificates." On February 27th, 2003, the State Council's Decision on Canceling the Second Batch of Administrative Examination and Approval Projects and Changing the Management Mode of a Batch of Administrative Examination and Approval Projects (Guo Fa [2003] No.5) stipulated that "the qualification examination and approval of project managers of construction enterprises should be cancelled, and registered construction engineers should be changed, and a transition period should be established".
