Measures of Yinchuan Municipality for the Administration of Water Conservation in Special Industries

Article 1 These Measures are formulated in accordance with the Regulations of Ningxia Hui Autonomous Region on Water Conservation and the Regulations of Yinchuan Municipality on Urban Water Supply and Water Conservation, in order to strengthen the management of water conservation in urban special industries and standardize the water use behavior of special industries. Article 2 The water used in special industries as mentioned in these Measures refers to the water used in car washing, bathing (foot bath), artificial snow resorts, golf courses, swimming pools and other industries.

Units and individuals engaged in the business activities of special industries listed in the preceding paragraph within the municipal area of this Municipality shall abide by these measures. Article 3 The municipal competent department of construction is responsible for the supervision and management of water conservation in special industries in this Municipality, and its subordinate municipal water conservation management institutions are specifically responsible for the daily supervision and management of water conservation in special industries.

Water, transportation, planning, sports, industry and commerce and other relevant departments shall, in accordance with their respective responsibilities, cooperate in the supervision and management of water conservation in special industries. Fourth new construction, renovation and expansion of special industry water projects, should be supporting the construction and use of water-saving facilities stipulated by the state.

Water-saving facilities shall be designed, constructed and put into use simultaneously with the main project. After the completion of the construction project, the construction unit shall invite the municipal water-saving management institution to participate in the acceptance. Without acceptance or unqualified acceptance, it shall not be delivered for use. Article 5 Water-using units and individuals in special industries that have been approved to operate shall carry out water-saving technical transformation of water-using facilities, and water-saving technical transformation shall use water-saving equipment designated by the state. Article 6 Units and individuals that newly establish special industries shall, after registration, declare their water use plans to the municipal water conservation management institutions.

Water for special industries shall be incorporated into the urban public water supply pipe network, and the planned water quota management shall be implemented. The water exceeding the plan shall be subject to progressive price increase standards, and wells shall not be drilled for water without authorization. Article 7 The water consumption of self-built car wash shops and bath centers (rooms) shall be included in the planned water quota management of this unit. If the planned water quota is not reported quarterly or water resources are wasted, the municipal urban water-saving management institution shall reduce the water consumption by 30% in the current month according to the regulations, and recover its water consumption after the rectification reaches the water-saving standard. Eighth municipal water-saving management institutions shall conduct irregular inspections of water and water-saving appliances in special industries, and shall notify rectification within a time limit when problems are found. Article 9 Water-using units and individuals in special industries shall adopt measures such as recycling water and multi-use of one water to save water. Encourage car wash shops, golf courses and other special industries to use recycled water. Article 10 If water-saving projects in special industries are newly built, rebuilt or expanded in violation of these measures, and there are no water-saving facilities or the water-saving facilities do not meet the requirements of the state, the municipal construction administrative department shall, in accordance with the provisions of Article 42 of the Regulations on Water Conservation in Ningxia Hui Autonomous Region, order them to stop using them, make corrections within a time limit and impose a fine of more than 50,000 yuan100,000 yuan. Article 11 If water-using units and individuals in special industries that violate these measures and are approved to operate fail to carry out water-saving technological transformation on water-using facilities, or the water-saving technologies do not meet the requirements, the municipal construction administrative department shall, in accordance with the provisions of Article 43 of the Water Conservation Regulations of Ningxia Hui Autonomous Region, order them to make corrections within a time limit and impose a fine of 20,000 yuan to 50,000 yuan. If it fails to make corrections within the time limit, it shall apply to the people's court to close its water facilities. Article 12 If the water pipe network facilities in special industries run, run, drip or leak seriously, the municipal water-saving management agency shall order them to make corrections within a time limit; if they fail to make corrections within the time limit, their water consumption shall be limited, and a fine of 1000 yuan to 5,000 yuan shall be imposed, or the water consumption plan indicators below 30% shall be deducted. Thirteenth in violation of other provisions of these measures, the relevant laws, regulations and rules have penalties, from its provisions. Article 14 If the municipal construction administrative department or relevant departments and their staff abuse their powers, neglect their duties or engage in malpractices for selfish ends in the water management of special industries, the directly responsible person in charge and other directly responsible personnel shall be punished by the competent department at a higher level or the discipline inspection and supervision organ according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.
