Article 1 These Provisions are formulated in accordance with the Regulations of Jilin Province on Property Management and other relevant laws and regulations, combined with the actual situation of this Municipality, in order to strengthen the supervision of property management in residential quarters, standardize the behavior of property services and improve the living and working environment of the people. Article 2 These Provisions shall apply to the property management and supervision of residential quarters in downtown areas.

The term "property management supervision" as mentioned in these Provisions refers to the activities of the property management supervision department to supervise and inspect the management of buildings, structures, supporting facilities, equipment and related venues within the property management area by property management service personnel, the management and maintenance of environmental sanitation and related order, and the compliance of property users with property management. Among them, residential quarters include group residential buildings and single residential buildings, property service providers include property service enterprises and other managers, and property users include owners and other users. Third housing and urban and rural construction, development and reform, natural resources, market supervision, emergency management, civil air defense, urban management and other departments, as well as sub-district offices, residents' committees and so on. , shall perform the duties of property management and supervision according to law. Article 4 Before the sale of newly-built residential quarters, the construction unit shall select the prophase realty service enterprise through bidding. However, for single houses with less than three bidders or a total area of less than 10,000 square meters, with the approval of the district housing and urban-rural construction department, property service providers can be selected by agreement.

Residential areas with owners' meetings shall employ property service providers according to the decisions of owners' meetings; In residential areas where there is no owners' meeting, the property management committee established by the sub-district office selects property service providers on behalf of the owners. Article 5 After the termination of the realty service contract, the realty service provider will automatically quit the residential realty service. However, before the new realty service provider takes over, the original realty service provider shall continue to handle the realty service matters, and may require the owner to pay the realty fee during this period.

When the property services of residential quarters are out of control due to the unauthorized withdrawal of property service providers, the street offices shall carry out emergency management such as basic cleaning and order maintenance. During the period of providing emergency services, the residents' committee shall organize the owners to decide to hire new property service providers. Eighth property service providers shall provide property services in accordance with the norms and standards of property management, and abide by the following provisions:

(a) in a prominent position in the residential area, publicize the charging items, charging standards, charging methods, service standards and complaint telephone numbers of paid property services;

(two) found that there are security risks, set up warning signs in time, take measures to eliminate hidden dangers or report to the relevant professional institutions;

(three) to discourage and stop illegal construction, private wiring, occupation of fire truck passages and other illegal acts, report to the relevant competent departments, and assist in handling;

(four) the property quality problems that belong to the warranty responsibility of the construction unit shall be notified to the construction unit for maintenance and treatment in time;

(five) the implementation of various management measures implemented by the government according to law, and actively cooperate with related work;

(6) Other circumstances stipulated by laws and regulations. Article 9 The owner shall pay the property fee to the property service provider as agreed.

If the property service provider has provided services in accordance with the agreement and relevant regulations, the owner shall not refuse to pay the property fee on the grounds that he has not accepted or does not need to accept the relevant property services.

If the owner refuses to pay the property fee, the property service provider may make an announcement in the property management area according to law, and may bring a lawsuit or apply for arbitration according to law. Article 10 The owner shall deposit the special maintenance fund of the house in accordance with the regulations.

When applying for housing transfer or mortgage, the owner shall provide the housing transaction management department with the relevant documents that have been fully deposited with the special maintenance funds for housing. (four) the implementation of property service satisfaction evaluation system. City, district housing and urban-rural construction departments should regularly carry out surveys and evaluations on the satisfaction of property service providers, and publicize the results to the public and incorporate them into the credit files of property services.
