Measures of Hefei Municipality on the Administration of Urban Drainage

Chapter I General Provisions Article 1 In order to standardize the management of urban drainage, ensure the safe operation of urban drainage facilities and improve the water environment, these measures are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Water Pollution, the Regulations of Hefei Municipality on the Administration of Municipal Facilities and other relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the drainage and related management activities within the urban area of this Municipality.

The term "urban drainage" as mentioned in these Measures refers to the acceptance, transportation, treatment and discharge of urban industrial wastewater, domestic sewage (hereinafter referred to as sewage) and atmospheric precipitation (hereinafter referred to as rainwater).

The urban drainage facilities mentioned in these Measures include public drainage facilities and self-built drainage facilities. Public drainage facilities refer to public pipe networks, ditches (rivers), pumping stations, sewage treatment plants and their ancillary facilities that receive, transport, treat and discharge urban sewage and rainwater; Self-built drainage facilities refer to pipelines, ditches, pumping stations and sewage treatment facilities invested and built by the owners themselves for drainage in this area. Article 3 Urban drainage shall follow the principles of unified planning, supporting construction, combining centralized treatment with decentralized treatment, and combining sewage treatment with comprehensive utilization. Article 4 The municipal construction administrative department is in charge of the management of urban drainage, and its subordinate municipal drainage management institution is responsible for the daily management of urban drainage.

Environmental protection, planning, finance, public security, price, urban management administrative law enforcement and other departments shall, in accordance with their respective responsibilities, do a good job in drainage management. Article 5 All units and individuals have the obligation to drain and protect drainage facilities according to law, and have the right to report illegal drainage and damage to drainage facilities. Chapter II Planning and Construction Article 6 The municipal construction administrative department shall, jointly with the planning and other relevant departments, work out the professional drainage planning of this Municipality according to the overall urban planning, and organize its implementation after being approved by the Municipal People's Government.

District construction administrative departments and development zone management agencies shall, according to the municipal drainage professional planning, organize the preparation of drainage professional planning within their respective jurisdictions, and report to the municipal construction administrative departments for the record. Seventh new construction, renovation and expansion of drainage facilities should implement rain and sewage diversion; Rainwater pipes and sewage pipes shall not be mixed.

Existing drainage facilities do not implement rain and sewage diversion, and should be gradually transformed according to the principle of rain and sewage diversion.

Small sewage treatment plants should be planned and built in areas not covered by urban sewage pipe network and areas with large demand for reclaimed water. Eighth municipal construction administrative departments shall, according to the professional planning of drainage, formulate the annual construction plan of urban drainage pipe network, pumping stations, sewage treatment plants and other public drainage facilities and organize their implementation.

All districts and development zones shall, according to the annual construction plan formulated by the municipal construction administrative department, support the construction of corresponding drainage facilities within their respective jurisdictions. Ninth construction projects shall, according to the professional planning of drainage, incorporate the construction of drainage facilities into the supporting construction plan of the project, and design, construct and put into use simultaneously with the construction project.

The municipal planning administrative department shall solicit the opinions of the municipal drainage management institution before approving the design scheme of the construction project. Article 10 The design, construction and supervision of drainage facilities projects shall implement the relevant national and local technical standards and specifications, and the bidding shall be conducted according to law.

Units undertaking the design, construction and supervision of drainage facilities shall have corresponding qualification grades. Eleventh after the completion of drainage facilities, the construction unit shall timely organize the acceptance with the participation of drainage management institutions; Without acceptance or unqualified acceptance, it shall not be put into use. Twelfth without legal procedures, the existing and planned land for drainage facilities shall not be changed. Chapter III Drainage Management Article 13 Within the coverage of urban sewage pipe network, drainage units and individuals shall discharge sewage into urban sewage pipe network and its ancillary facilities.

It is forbidden to discharge sewage into the rainwater pipe network or discharge rainwater into the sewage pipe network. Fourteenth enterprises and institutions that discharge industrial wastewater and medical wastewater into urban sewage pipe network and its affiliated facilities, sewage treatment plants and drainage units that directly discharge sewage into natural water bodies shall apply to the environmental protection department for pollutant discharge permits according to law.

Units and individuals engaged in production and business activities other than enterprises and institutions that discharge sewage into urban sewage pipe networks and their ancillary facilities shall apply to urban drainage management agencies for urban drainage permits. Fifteenth environmental protection departments shall solicit the opinions of the municipal drainage management institutions on whether the project sewage is discharged into the urban sewage pipe network before issuing the sewage discharge permit.

Urban drainage management institutions shall check the sewage discharge permit issued by the environmental protection department or the certificate of approval for trial production when going through the formalities of accessing the urban drainage network for enterprises and institutions that discharge industrial wastewater and medical sewage. Article 16 To apply for urban drainage permit, the following materials shall be provided:

(a) the drainage permit application form;

(2) Description of drainage (including business scope, water quantity and sewage treatment technology, etc.). );

(3) Plan of drainage facilities;

(4) Other materials that should be provided according to law. Seventeenth meet the following conditions, the municipal drainage management institution shall issue a city drainage permit within 20 working days from the date of accepting the application:

(a) the setting of the sewage outlet meets the requirements of the professional planning of urban drainage;

(2) The discharged sewage meets the national and local standards;

(3) It has built corresponding sewage treatment facilities in accordance with regulations;

(4) The discharge port is provided with a special inspection well.

In addition to meeting the conditions stipulated in the preceding paragraph, key drainage households should also have the ability to detect water quality and quantity and the corresponding detection system.

If there is sediment in the temporary drainage of various construction operations, which is enough to cause blockage or damage to the drainage pipe network and its ancillary facilities, in addition to meeting the conditions in the first paragraph, pre-precipitation facilities shall be built.
