I. Recruitment quota

Second, the recruitment conditions
(1) basic conditions
1. has China nationality.
2. Support the Constitution of People's Republic of China (PRC), the leadership of the Communist Party of China (CPC) and the socialist system, and abide by the law.
3. Have good political quality and moral conduct.
4. Have physical and mental conditions that meet the requirements of the post.
(2) Age condition
Undergraduate and below graduates are under 35 years old (1born after July 1987), master students are under 40 years old (1born after July 1982), and doctoral students or associate senior and above titles are under 45 years old (1born after July 1977).
(3) Post conditions
Meet the specific requirements of announcement and post list setting. In any of the following circumstances, the corresponding requirements shall apply:
1. If the majors studied are not completely consistent with the majors set in the job list, in principle, the employer will put forward opinions according to the subject categories, and only after the municipal competent departments or county-level organizations and human resources departments agree to study can they register.
2. For those who have obtained multiple degrees, register according to the academic qualifications and majors (professional direction) required by the recruitment position.

Third, the recruitment process
(1) Registration and prequalification
1. Registration time. June 2, 202210 from 8:30 to June 3, 202210/8: 00.
2. Registration method. Among them, the fresh graduates who graduated in 2023 must upload the recommendation certificate issued by the employment department of their university; Previous graduates are required to upload a scanned copy of graduation certificate and degree certificate, as well as the corresponding student status, education and degree certification report; On-the-job personnel must upload the certification materials that the unit agrees to register (on-the-job personnel of government agencies and institutions must be approved by the human resources and social departments of county-level organizations or the industry departments at or above the municipal level; Enterprise employees must be approved by the unit); Students studying abroad are required to upload scanned copies of foreign (border) academic degree certification and other relevant certification materials from the China Study Abroad Service Center of the Ministry of Education. 3. Qualification examination. Apply for institutions directly under the municipal government, by the employer and the competent department for examination; County institutions to register, county organizations, human resources and social departments to conduct preliminary qualification examination; Enterprises registered in this Municipality shall be examined for their qualifications by the employing units. Those who lack the uploading materials required for registration and do not meet the post requirements will not be passed. After the registration window is closed, the municipal organization and the human society department will conduct qualification examination on the applicants, and those who pass the examination will enter the interview. Qualification examination runs through the whole process of talent introduction, and those who do not meet the qualification conditions are disqualified from entering the next link.
For doctoral students or special talents who meet the scope conditions of the Interim Measures for the Special Evaluation of Professional Titles of Special Talents in Gansu Province and pass the examination, they are not limited by the number and time of the cited talents, and they are interviewed directly according to the specific situation (teachers are required to teach).
(2) Examination and evaluation
The specific examination time and place shall be notified separately by the competent departments of counties, districts and municipalities directly under the Central Government.
Take the form of structured interview, professional ability test, trial lecture, etc. to quantify the professional ability and comprehensive quality of the interviewer (basic qualified score line can be set), and determine the candidate to enter the next link according to the scoring results from high to low. Those who score less than 80 points (excluding 80 points) are not allowed to enter the next link. The positions comprehensively set up in the county education and health system shall be selected by candidates in the order of grades and talents. If the top candidates give up their qualifications, they will be replenished according to the equal scores.
If the number of applicants for the same position exceeds 20, a written test or a professional ability test may be added, and the interviewer shall be determined according to the ratio of 1:5. The written test or professional ability test scores and interview scores of the personnel entering the interview session each account for 50% of the total score, and those with a total score of less than 80 points (excluding 80 points) are not allowed to enter the next session.
(3) Qualification examination
The competent department and the employer shall review the relevant materials of the personnel to be hired, and the municipal organization and the human society department shall review them. Unqualified, cancel the proposed employment qualification.
(4) Physical examination
Organized by the county or municipal competent department. The counties and districts shall undergo physical examination in general hospitals at or above the county level, and the municipal units shall undergo physical examination in hospitals at or above Grade III B. The physical examination standards and items shall be implemented with reference to the latest relevant regulations on civil service physical examination. If the medical examination is unqualified, the proposed employment qualification will be cancelled.
If the personnel to be employed fail to pass the physical examination or give up for personal reasons, they will be replenished in equal amount from high to low (those with a total score of less than 80 points will not be replenished), and each post will be replenished only once.
(5) Investigation
The competent department and the employing unit shall send two or more personnel to form an investigation team, and the members of the competent department or the employing unit shall serve as the head of the investigation team to inspect the personnel to be employed, consult relevant documents and personnel files, and put forward clear investigation opinions. The contents of the investigation mainly include: ideological and political performance, law-abiding situation, moral conduct, professional ability, academic performance, school (unit, village, community) performance, etc. Those who fail the inspection will be disqualified.
If the personnel to be hired fail to pass the inspection or give up due to personal reasons, they will be replenished in equal amount from high to low (those with a total score of less than 80 points will not be replenished), and each post will be replenished only once.
(6) Employment publicity
The qualified candidates shall be publicized within a certain range by the competent departments of counties, districts and municipalities directly under the Central Government after the qualification examination of municipal organizations and human resources departments, and the publicity time shall be 5 working days. If there is no objection at the expiration of the publicity period, the employment formalities shall be handled in accordance with the relevant provisions, the employment contract shall be signed and the work shall be arranged. Candidates who are found to be cheating in all aspects and violating the discipline regulations and verified by verification, as well as fresh graduates who cannot provide graduation certificates, degree certificates and other relevant documents before July 3, 20231due to non-objective factors, will be disqualified and will not be replenished.
The employer must sign an employment contract with the proposed employee, with a probation period of 1 year. After the probation period expires, those who pass the examination by the employer will be formally employed, and those who fail will be disqualified. After formal employment, in principle, you may not resign or change jobs within 3 years. If you have intention to resign within three years, you should submit an application 1 month in advance, pay liquidated damages according to the contract or relevant regulations with the consent of the employer and the competent department, and go through the dismissal procedures after recovering all kinds of bonuses.
Fourth, policy support.
